Contract Summary
The vision for the new children and young people's drug and alcohol service is to have an integrated service model with wider children and young people services. It will provide a range of young person-centred, sensitive, and trauma-informed services to CYP who may be at risk of substance misuse or currently experiencing substance related harm. The service will be structured to support Children and Young People with three tiers of provision: Universal, Targeted and Specialist. The Service will deliver a Public Health approach to address poor health outcomes of substance misuse and promotes health transitions into adulthood. The contract is for a period of 5 years with the option to extend for a further up to 2 years subject to satisfactory performance and funding availability. This is a Provider Selection Regime (PSR) intended approach notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. Details of decision makers are: Cabinet Member for Health and Social Care. Contract Summary
Birmingham City Council is seeking expressions of interest to inform commissioners of the provider landscape to aid understanding of the market and to help identify suitable providers to deliver Birmingham's Children and Young Peoples' (10 - 25 years old) Substance Misuse Service. The Children and Young People's (CYP) Substance Misuse Service is delivered by a single provider from a central location and co-located venues. It is a Single Point of Access (SPOA) for Young People up to the age of 25. Upwards of 700 young people access the service yearly with the following key commissioning intentions:  Reducing risky behaviours associated with substance misuse  Work with CYP and their families to build protective factor for those with vulnerabilities in a holistic approach.  A primary prevention offer to 10-15 year olds of the harm of drugs and alcohol. Please note this soft market testing exercise has been issued as an information seeking exercise and is not part of a procurement process. There is no guarantee of any procurement activity taking place following this exercise. Expressions of Interest Questionnaire Birmingham City Council and Solihull Metropolitan Borough Council are looking for informal expressions of interest on the abovementioned services at this stage in order to establish the level of market interest.
