Summary of the contracting process

The West Midlands Combined Authority (WMCA) is conducting a tender for a Strategic Assets Framework Agreement, which aims to manage various asset types within its portfolio. The procurement process is currently in the Tender stage, with submissions due by 12:00 on Friday, 28th January 2022. The framework consists of four Lots, including offerings such as Building Information Modelling (BIM), inspections, small works, and structures, and will span a contract period from April 2022 to March 2028. This is an open procurement procedure above threshold, making it accessible to a wide range of suppliers, especially in the services sector, particularly those classified under technical inspection services for engineering structures.

This tender provides an excellent opportunity for businesses specialising in asset management, engineering inspection, and construction services to grow. Companies can bid for any or all of the Lots, making it ideal for both small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) that are experienced in delivering quality services in these areas. The mixed criteria of price and quality assessment mean that skilled providers with competitive pricing and a focus on quality assurance will stand out, creating a level playing field for ambitious suppliers to compete effectively.

Notice Title

Strategic Assets Framework Agreement

Notice Description

The Strategic Asset Management team are responsible for all of the asset information for all of the different asset groupings that exist within the portfolio of the West Midlands Combined Authority (WMCA). Due to various existing arrangements coming to an end and new services required the WMCA requires a new framework consisting of the following Lots: - Lot 1 - BIM - Lot 2 - Inspections - Lot 3 - Small Works - Lot 4 - Structures The WMCA is looking to establish a Framework Agreement with one supplier for Lot 1 and one supplier for Lot 4 to ensure consistency in advice and a minimum of 4 suppliers in total for Lot 2 with a sole supplier for the vacant land and building inspections element and at least three suppliers for the ad-hoc surveys element awarded via mini competitions. Lot 3, due to the potential variety of works, will be issued via mini competition to ensure competitiveness across the period. A longer- term framework of six years is required due to the extended timescales within Lot 4 to meet the WMCA's cyclical inspection programme. Bidders can apply to be included for any or all Lots of the framework and this is a retender which was originally tendered earlier in 2021. Bids are being assessed on the basis of 60% price and 40% quality for all Lots apart from Lot 3 which is 70% price and 30% quality. In order to access the documents and submit a bid please do so through BravoSolution, the WMCA's e-tendering portal (https://wmca.bravosolution.co.uk). The tender reference is itt_1020 and if you are not already registered on BravoSolution it is free and usually only takes a few minutes to do so. The closing date for submissions is 1200 on Friday 28th January 2022. If you have any clarification questions the deadline for submitting them is 1200 noon on Friday 14th January 2022. Following evaluation of bids it is the intention to commence this Framework Agreement in April 2022. Please note, the estimated contract value is not know at the point of tendering and PS500,000.00 is an estimate of what the aggregate spend may be across all 4 Lots but there is no guarantee of levels of spend across all or any of the Lots.
