Senior Lead -Integrated Housing and Asset Management Systems Rate of Pay: PS600 per day Outside IR35 Hours: Part Time 30 hours Location: Operations and Development Centre, Roway Lane, Oldbury Start Date: ASAP Brief description: This is a 12 month role working 4/5 days per week (negotiable), outside of IR35. Sandwell Council has 28,000 properties in its housing stock, 1,000 of which sit in a PFI. We use Job Manager for repairs reporting and allocations of jobs. However we do not have an asset management system and this needs to be specified, procured and rolled out within the Housing directorate. There are also a number of business processes and data sets that need reviewing and modernising. We are looking for an experienced housing professional with knowledge of housing systems and operating models, with excellent project management skills to lead a project team that will deliver a new asset management system and Target Operating Model as a priority. You will also need to work with corporate colleagues to help procure the new systems and manage the governance around this Housing Transformation Programme. You will have a track record of procuring and introducing asset management systems and transformation in a major stock holding authority or housing association. You will have an in-depth understanding of the current and new requirements of social landlords including building safety, consumer standards and a good understanding of the functionality and data that a system will need to have to enable us to report against all regulatory requirements. You will be able to work closely with the business to identify and articulate our requirements and to work with a consultant to arrive at a specification within 3-4 months that sets out Sandwell's requirements of the system. While the asset management system is our priority we would ideally like a full specification to be produced that covers housing management with a view to procuring these systems together from one supplier. Once the system has been procured you will lead the team for 8-9 months to introduce the new system and manage the project through to 'go live' stage. You will be expected to be on site in our offices at Oldbury, West Midlands, approximately 3 days per week. Stated rates must be inclusive of all known costs. No DBS is required for this role.
