Ministry of Justice - Contract for the Provision of Estates Professional Services

Notice Description

For the purposes of this contract, Estates Professional Services (EPS) includes all estate management related professional services, excluding specialist services such as legal services. The primary objective of this contract is to provide the Ministry of Justice Estates Cluster with a world-class strategic partner and prime provider of services defined as "Core" and "Non-Core". MOJED has the right however to award EPS work defined as "Non-Core" to other providers, either through direct awards and call-offs from the CCS EPS framework or through open competition, at its sole discretion. The ability of this model to provide flexibility is key to ensuring that the challenges of a fluctuating and diverse property portfolio can be met over the contract term. The creation of the 'Estates Cluster', hosted by Ministry of Justice on 1st April 2016, was directed by Cabinet Office against the backdrop of the Civil Service Reform agenda and to deliver, in part, the Government Estate's Strategy. The creation of the Cluster saw the Estates Directorate take ownership for the management of the property estate of several Government Departments and by extension a variety of other arm's length bodies and other occupiers within the properties managed by the Estates Cluster. At the time of publication of this notice, the Estates Cluster includes: - Ministry of Justice (MOJ) - The Home Office (HO) - Her Majesty's Courts and Tribunals Service (HMCTS) - Her Majesty's Prisons and Probations Service (HMPPS) - Any Arm's Length Bodies (ALBs) associated with the respective organisation The Estates Cluster acts as the platform for a more strategic approach to the management of Central Government estate to optimise performance, secure further savings and deliver an estate that meets the needs of the Government Estate Strategy and Estate Directorate Business Plan.
