Notice Description

London Borough of Hammersmith and Fulham are looking to undertake a market engagement exercise for a single asset management system with the functionality required to manage infrastructure assets such as roads, street lighting, signs, trees, bridges and other structures. As some of these assets are not on the public highway, H&F is looking to explore the market for a system that accommodates not only its Local Street Gazetteer but that also gives us the Authority the freedom to add additional sites such as parks, schools, playgrounds, etc. H&F would want the ability to place orders for contractors registered in the system in the same way regardless of the type of asset and location across the public realm. The system will need to interface with the council's self-service solution, which enables residents and businesses to raise enquiries and apply for highway licences via the council website; and to support the automation of these processes. The system will also need to interface with Street Manager and our managed Finance & HR system (IBC-SAP). The system will include a mobile solution that is easy to use in the field, is flexible enough to allow different configurations depending on the user's activities and intelligent enough to help the authority increase our efficiency and reduce incident response time. The system is also expected to provide extensive reporting facilities that also allow the creation of customised reports and dashboards as well as analytic tools to help better plan the maintenance of the assets and be more financially efficient. It is preferred for users to have the choice between form filling and a map-based approach wherever it is appropriate. As part of the market research, H&F would like to invite market operators to present their solution (system demo) and/or answer to the market engagement questionnaire posted on www.capitalEsourcing.com.
