NHS Luton Clinical Commissioning Group and Luton Council are jointly commissioning an integrated health and wellbeing service that will work with our communities to proactively deliver a preventative approach that emphasises the whole person and which works to achieve the optimum levels of physical, mental, social and emotional health. The Luton wellbeing service will have one lead (Prime) provider who may work with local partner organisations under a single branding, promoting 'one-service', regardless of whether different organisations are delivering components of the service. The Luton Wellbeing service will be an integral part of Primary Care Home which is our Luton clinical model that enables the public to access wellbeing support in their locality. There is a requirement from commissioners that the prospective Lead provider will review how all Well-Being services can be redesigned to contribute to the delivery of constitutional targets within the financial resources available. The duration of the contract will be for a period of 60 months with an option to extend for a further 24 months up to a maximum 84 month contract duration. This is a notice for social and specific services in accordance with Directive 2014/24/EU of the European Parliament and of the Council Article 74; specifically Health and social services. Additional information: The range of wellbeing services included within the scope of the procurement will be: Primary Care Mental Health Assessment and Liaison Service, Improved Access to Psychological Therapies (IAPT), Healthy lifestyle services - Weight Management (all ages), Healthy Living, Exercise Referral on referral - Physical activity, Smoking Cessation Services and Tobacco control including prevention in schools, Social Prescription, Community Health checks. While the service will cover a full life course for healthy lifestyles, and will support, physical, social emotional and mental health prevention, alongside resilience for families and children, working with existing services to achieve this, the majority of the scope will initially relate to adults 16+ with future scope to include greater focus on children's mental wellbeing. It is expected that the mobilisation of the service will be over a period of 2 years. It is envisaged that there will be a 3 Phased Approach to Service Delivery as follows: Phase One will include all IAPT Services and Healthy Living Services, Social Prescriptions and Smoking Cessation services. Phase Two will be the development of the Primary Care Mental Health Assessment and Liaison Service (subject to agreement by the Contracting Authority). Moving forward Phase Three will relate to further agreed Children's Wellbeing services and Bidders should be aware that after the award of contract, dependent upon agreement with the Contracting Authority, there is a possibility that the successful Bidder may be offered a variation to the contract to include such services covering the Luton area, in accordance with Regulation 72 (1) (a) of the Public Contracts Regulations 2015. Furthermore, the service specification will be reviewed by the CCGs as the Sustainability and Transformation (STP) develops across Bedfordshire, Luton and Milton Keynes (BLMK). Bidders should be aware that after the award of contract, dependent upon agreement within the BLMK STP footprint, there is a possibility that the successful Bidder may be offered a variation to the contract, in accordance with Regulation 72 (1) (a) of the Public Contracts Regulations 2015, for provision of Adults/Children's Wellbeing Services covering the BLMK STP footprint. The procurement process will follow a pseudo Restricted procedure on a voluntary basis. The PCR 2015 apply to the conduct of this procurement exercise. However, neither the use of the term Invitation to Tender nor any other indication shall be taken to mean that the Contracting Authority intend to hold themselves bound by any of the Regulations save those applicable to the LTR Services.
