Summary of the contracting process

Newry, Mourne and Down District Council is seeking a conservation engineer to assess the structure of St Paul’s Church ruins and the surrounding site at Crag Cemetery in Rostrevor. The commission is to produce a phased, costed conservation strategy covering short-, medium- and long-term actions. The church is in a deteriorated and unstable condition, and the graveyard has been closed on health and safety grounds, affecting public access, heritage value and community use. The ruins are within Rostrevor Conservation Area and are treated as curtilage listed because of their proximity to a Grade B listed memorial. This is a heritage conservation engineering and structural assessment service, within the broader architectural and engineering services category (CPV 71000000).

The buyer invited offers through an open procedure. The tender was published on 16 October 2026, with submissions due by 13 November 2026 at 12:00 UTC. The estimated contract value is £15,000. The contract period is set to run from 23 November 2026 to 22 November 2027. The scope is described as a single requirement, rather than a multi-lot competition. The tender identifies the opportunity as suitable for small and medium-sized enterprises. No award criteria or separate technical or financial evaluation weighting is stated in the information provided. The required output is a structural assessment and a costed, phased conservation strategy for the church ruins and environs; earlier structural appraisal work was completed in 2019, with further recommendations in 2021, and the condition has since worsened.

This commission is suited to engineering consultancies and independent conservation engineers able to assess unstable historic masonry and develop practical conservation plans. Relevant strengths include structural appraisal of ruined or deteriorating buildings, understanding of heritage constraints in a conservation area, and the ability to translate inspection findings into sequenced short-, medium- and long-term interventions with costings. Suppliers should be capable of considering the church and its environs as a connected site and of addressing the safety implications of a structure that has resulted in cemetery closure. The requirement is identified as suitable for SMEs, so a smaller specialist practice may be well placed to compete if it can deliver the assessment and strategy. No specific accreditation, named professional qualification or minimum experience threshold is stated.

CA18575 - RFQ 2026/42 - Conservation Engineer for St Paul's Church The Crag Cemetery Rostrevor

Notice Description

Newry, Mourne & Down District Council looking for a Conservation Engineer who shall undertake a structural assessment of St Paul's Church and its environs and prepare a phased, costed conservation strategy addressing short-, medium- and long-term actions. St Paul's Church (ruins) is located within Crag Cemetery in the Rostrevor Conservation Area. The cemetery is accessed via a lane off Mary Street/The Square and is bounded by St Bronagh's GAA Clubrooms to the west, with residential development to the south and east. While the church is neither listed in its own right nor a scheduled monument, it is considered curtilage listed due to its proximity to a Grade B listed memorial (HB16/06/050). The church ruins are in a deteriorated and unstable condition, which has led to the closure of the graveyard on health and safety grounds. This has significant implications for public access, heritage value and community use. A structural appraisal was undertaken in 2019, with further recommendations issued in 2021. Although initial actions were progressed, the project subsequently stalled due to COVID-19 disruption and changes in personnel. The condition of the structure has since worsened, and the site remains closed. To access this competition: Registered: Login to https://suppliers.multiquote.com and view the opportunity CA18575.
