    Neighbourhood planning gives communities direct power to develop a shared vision for their neighbourhood and shape the development and growth of their local area. They are able to choose where they want new homes, shops and offices to be built, have their say on what those new buildings should look like and what infrastructure should be provided, and grant planning permission for the new buildings they want to see go ahead. More information about neighbourhood planning is available on the Authority's website: https://www.gov.uk/guidance/neighbourhood-planning--2 The Authority require the Contract to make available a basic level of support for every existing and prospective neighbourhood planning group in England (hereinafter referred to as 'the Customer'), and to provide further support in the form of grants and\or Technical Support to eligible Customers to help them get neighbourhood plans or neighbourhood development orders (NDOs) in place for their area. The Authority makes no guarantee as to level of grant, Technical Support or additional services that may be required or awarded to Customers under this Contract. The Contract shall involve provision to Customers of key services including, but not necessarily limited to: Basic support - including online resources, expert advice, and networking facilitation; Grants - provision of grants to support neighbourhood planning activity. Technical Support - provision of specialist, Technical Support packages to deliver specific outputs linked to Ministerial priorities on housing, design and supporting communities to establish neighbourhood planning groups in unparished areas.     Neighbourhood planning gives communities direct power to develop a shared vision for their neighbourhood and shape the development and growth of their local area. They are able to choose where they want new homes, shops and offices to be built, have their say on what those new buildings should look like and what infrastructure should be provided, and grant planning permission for the new buildings they want to see go ahead. Neighbourhood planning will remain a key part of any reformed planning system. The Government is proposing to bring forward a few changes over the next few years through the Levelling Up and Regeneration Bill, changes to the National Planning Policy Framework and changes to planning guidance. The aim of the Interim NP Support Programme is to: • continue to provide support to ambitious NP Groups, • make any necessary and pragmatic changes to delivery of and/or changes to the current support offer (support mix), • lay the foundations for more fundamental changes to NP Support that will be ushered in through the proposed and/or likely changes to the planning system resulting from the Levelling Up and Regeneration Bill and revised National Planning Policy Framework, This Pre-Tender Market Engagement (PTME) seeks information in preparation for the potential procurement of a Provider (from herein referred to as a "Potential Provider") to provide Neighbourhood Planning Interim Support. The purpose of this PTME is to: • help define the requirement; • help provide a better understanding of the feasibility of the requirement; • understand the best approach; • understand the capacity of the market to deliver and possible risks involved; and • provide the market with an opportunity to ask questions and raise queries and any issues to be addressed at an early stage. The Department shall maintain commercial confidentiality of information received during the PTME. Potential Providers may raise questions or seek clarification regarding any aspect of this PTME document at any time prior to the Response Deadline of the 8th September at 17:00pm.
