Contract Summary
North of England Commissioning Support (NECS) is a commissioning support service working for and on behalf of NHS North East and North Cumbria Integrated Care Board (the Contracting Authority) who are undertaking a procurement to commission an Employment Adviser Service in North Tyneside under Standard NHS Contract Terms and Conditions 24/25. The contract term is for an initial period of 3 years commencing on 01 April 2025, with an option to extend for a further 2 years at the discretion of the Contracting Authority and subject to satisfactory contractual and financial performance. The closing date for submission of tenders is by 12 noon on 23 October 2024. Additional information NECS is utilising an electronic tendering tool to manage this procurement and communicate with potential bidders. Accordingly, there will be no hard copy documents issued to potential bidders and all communications with NECS, including bid submissions, will be conducted via the Atamis portal at: https://health-family.force.com/s/Welcome. Accordingly, the subject matter of the contract has been scoped to take into account the priorities of the Contracting Authority relating to "economic, social, and environmental well-being". The basic principles of the Open Procedure will be followed for this procurement to test the capacity, capability, and technical competence of bidders in accordance with The Public Contracts Regulations 2015 (SI 2015 No102) (for Health, Social, Education, and certain other Service Contracts).

Contract Summary
North of England Commissioning Support (NECS) is working for and on behalf of NHS North East and North Cumbria ICB (the Contracting Authority), who are conducting a Request for information (RFI) exercise in order to gain a better understanding of the capacity and appetite of the market to deliver the following service: Employment Advisors Service - North Tyneside. The Employment Advisors (EA) Service, as part of NHS Talking Therapies, has been set up to increase the availability of employment support within NHS Talking Therapies providers. It also aims to ensure that with all NHS Talking Therapies providers there is sufficient employment support capacity to provide combined therapy and employment support for people who are employed, those off sick from work and those who are out of work. It is important to note that this PIN/RFI is not a call for competition and as such potential providers will need to express an interest in any future tender opportunity once a contract notice is published on Find and Tender Service and on Contracts Finder. It should be noted that this PIN/RFI invites individuals and organisations to express an interest in this RFI exercise only, and it is NOT part of any pre-qualification or selection process. This PIN/RFI is intended as an awareness, communication, and information gathering exercise. An expression of interest is no indication of a commitment to participate in the RFI process nor does it infer any preferential or special status on those individuals and organisations who express an interest. Potential providers are to note that the Transfer of Undertakings (Protection of Employment) Regulations 2006 (as amended) may apply to a future procurement including the New Fair Deal non-statutory policy setting out how pensions issues are to be dealt with when staff are compulsorily transferred from the public sector to independent providers delivering public services. Following review of returned RFI responses, should the commissioner wish to seek further clarification to any part of the responses, further market engagement may be carried out.
