Summary of the contracting process

The NHS South East London Integrated Care Board is currently planning an Early Market Engagement Event for the Bexley Urgent Treatment Service, aimed at gathering insights for the procurement process. Scheduled for 25th August 2022, from 09:30 to 13:00, the event will take place at the London Borough of Bexley Civic offices in Bexleyheath, England. This initiative will involve discussing the future of urgent care services in Bexley, with an engagement end date set for 23rd August 2022. The procurement process is classified under health services, specifically focusing on creating integrated urgent care systems that improve access for local patients.

This tender presents significant opportunities for businesses in the health services and emergency care sectors, particularly for small and medium-sized enterprises (SMEs) and voluntary and community sector enterprises (VCSEs). The engagement event encourages interested providers to participate, offering a platform to help shape the draft service specifications and explore potential commercial options. Businesses with experience in urgent care delivery, healthcare partnerships, or related support services would be well-positioned to seize this opportunity to collaborate with the NHS and enhance their market presence within the local healthcare framework.

Notice Title

PRJ 1171 NHS SEL ICB - Bexley Urgent Treatment Service - Early Market Engagement Event

Notice Description

An Early Market Engagement Event will be held between 0930 - 1300 hrs on Thursday 25th August 2022. The event will be held at the London Borough of Bexley (LBB) Civic offices Bexleyheath DA6 7AT This will be an informal event to share the vision of Bexley's future UTC in the context of the wider urgent care services offer and receive feedback from potential providers regarding the draft specification and other aspects of the planned procurement. NHS South East London Integrated Care Board (NHS SEL ICB, the Authority) has stated its intention to commission a model of Urgent Care service for Bexley residents. Procurement and Contracting Hub hosted by NHS North East London Integrated Care Board is managing this market engagement exercise on behalf of the Authority. There are currently 2 standalone Urgent Treatment Centres (UTC) across the borough * One standalone unit in North Bexley at Erith Hospital * One standalone unit at Queen Mary's Hospital Sidcup There are currently 2 local primary care access hubs however this may change with the introduction of the Primary care Network Contract Enhanced Services (DES). Within Bexley the vision is to create an urgent and emergency care system (one system multiple facilities) that can deliver equitable access to the right care first time for local patients through a networked model with services provided along robust pathways 24/7. This is an opportunity for a genuine integrated Urgent and Emergency (UEC) Care service, aligning NHS 111, London Ambulance Service (LAS), the Intermediate Care Services, Primary care, GP out-of- hours, GP extended hours hubs, and Emergency Departments. The new urgent treatment centre service will be delivered from the existing 2 standalone sites. Across the borough these are situated in North Bexley at Erith Hospital and at Queen Mary's Hospital Sidcup, alongside and in conjunction with local primary care access hubs. Additional information: The expectation of the 2 standalone UTC's in Bexley is that one will be open 24hrs a day/ 7 days a week (Queen Mary's Hospital) and the other will be open 13hrs a day/7 days a week (Erith Hospital). The UTC will include open access patients and will include scheduled or appointed patients (e.g. via NHS 111) with urgent need. It is expected that the urgent treatment centre model will be fully implemented in Bexley by April 2023. Bexley's Local Care Partnership (LCP) involves the NHS, local authority, service providers, charities and voluntary sector coming together to work in partnership, to design health and care services around the concept of 'place'. The LCP is continuing to develop and test its draft model of care requirements and invites potentially interested providers of urgent care services to help test aspects of the new service requirements and potential commercial options. The brief outline of the event will be uploaded to the portal in due course. A summary of the feedback from the event , supplier clarifications and any slides shared at the event, will also be uploaded to the portal. Please note - the ICB is issuing this notice as a request for information only. This notice does not represent an invitation to tender, nor is it a request for formal expressions of interest. The Market Engagement Event and any associated documentation issued by the ICB do not form any part of an invitation to tender. Any organisation or individual attending the Engagement Event is doing so to support market research only and to help make any potential commissioning process more focused and efficient. No supplier selection or supplier preference is implied. Any information provided by Bexley Borough about the requirement and procurement process to be followed is indicative only, and subject to change/confirmation. Potential responders will not be prejudiced in this or any future procurement processes by either responding or not responding to this soft market engagement exercise. Interested providers are asked to register their interest in the Early Market Engagement Event and complete the Attendance Registration Form via the Procurement and Contracting Hub tender portal ProContract in order to access the Early Market Engagement Event Questionnaire and accompanying documents. Interested parties can register an account on the ProContract portal (link below) and, once registered and logged in, you can express an interest in the project and access the "Early Market Engagement Questionnaire" page. https://procontract.due-north.com/Procurer/Advert/AdvertSummary?projectId=dd98aefc-3713-ed11-8117-005056b64545&projectStepId=e498aefc-3713-ed11-8117-005056b64545 The questionnaire and accompanying schedules such as the draft Service Specification, can be downloaded via the portal and the questionnaire must be completed, uploaded and submitted via the portal no later than 12.00 (noon) on Tuesday 23rd August 2022.
