Luton Council Reablement and Care Plan Solution

Notice Description

**** ADVERT HAS CEASED 24.4.20 DUE TO A OVERWHELMING RESPONSE **** RE MINI TENDER BELOW OJEU : Luton Council has a requirement to provide a mobile Reablement service to the community along with other services such as Extra Care. In outline: For Reablement this includes sending care workers to residents homes, servicing their care needs, updating records at the point of each visit, reallocating the repeat care requirement into a roster system, this will ensure that regardless of any resource issues the resident is always programmed to receive a visit from a carer and that up to date information of the persons care requirements including taking of prescribed drugs is always available to any member of the care team who have been allocated the work. This is an in-house service provision to Luton Council and as such it needs to operate as a business, therefore any solution providing tool to assist in the running of an efficient business will be considered. The Reablement Service, part of Intermediate Care has a workforce of approx. 70 field based support workers, coordinated by a team of 11 office based employees. Luton Council current solution for rostering and a care planning software tool is Staffplan with Iconnect providing the mobile handset solution. The current versions of both Staffplan and Iconnect are not only outdated with limited functionality but also lack the ability to integrate with other systems within LBC such as Liquid Logic and ITrent. Current solution user areas include the Reablement Team: 11 - office based / 80 mobile based (10 headroom) and the Extra Care Team: 4 - office based with a potential 24 mobile based (TBC - with head room). The Extra Care staff team work in 3 separate courts where individuals that they support have their own flats within that building. The service is covered by staff 24/7 the carers work shift patterns of mornings, afternoons and waking night shifts. The teams make up about 17 carers per court with a maximum of 5 carers working on one shift. Extra Care staff visit residents in their own homes, deliver care tailored to the resident's needs, updating records on each visit, using a rostering system that plans residents visits
