Notice Description

Concept and technical design work leading to the installation of a 'School Street' scheme in Frome, Somerset. This scheme proposes a 1-mile 24/7 school street/corridor along Oakfield Road and Somerset Road (from Broadway to B3090 the Butts) to increase safe active travel to four schools which are clustered in proximity to a park - affecting 1500 pupils. Tenders are invited for each of the following elements of work: Task 1 - Concept Design - co-design with the community (RIBA Stage 2) Task 2 - Technical Design (RIBA Stages 3 & 4) Task 3 - Complete all required approvals and audits prior to commencement Task 3 - Support with procurement of installation Task 4 - Supervision of installation Task 5 - Support with maintenance, monitoring & evaluation Demonstrable UK and/or European experience in planning and delivering similar schemes is essential. The scheme will comply with current national and county highways authority engineering, safety and highways design standards and local public realm design standards and will be designed in accordance with the DMRB and other nationally and locally recognised design standards. Where necessary, scheme designs will take account of the newly released LTN1/20 and design principles as stated in "Gear Change: A bold vision for cycling and walking Appendix A: Summary principles for cycle infrastructure design" as far as reasonably practicable but will, nevertheless, be governed by site and safety constraints. Other design standards are being informed by London Streets toolkit and best practice from Bath, Bristol and York. The Dutch Cycling Traffic Handbook (CROW, 2016) and the Danish Road Design Standards provide additional insights relevant to capacity design and dimensioning of junctions. Particular attention will be given to design standards for e-cycling and adapted cycles to ensure future opportunities can be embraced. All necessary approvals for design, road safety and engineering standards will need to be obtained from the county highway authority.
