Summary of the contracting process

The Cornwall Council is planning a tender for the "Tamar Bridge & Torpoint Ferry Painting, Paint Inspection & Maintenance Support Services Contract," with a total estimated value of £2,500,000. This procurement process, classified under CPV code 45442120 for painting and protective-coating work, is currently in the planning stage. The anticipated contract period is from January 1, 2020, to December 31, 2024. A Supplier Information event is scheduled for September 4, 2019, at the Bridge Offices, where interested contractors can learn more about the project and ask questions prior to the formal advertisement expected at the end of September 2019.

This tender presents a significant opportunity for construction and maintenance service providers, particularly those specialised in painting and structural maintenance. Businesses with experience in providing inspection support, rope access services, and general labour support are well-suited to compete for this contract. Smaller enterprises may particularly benefit, as the project encourages participation from suitably qualified contractors and highlights the likelihood of staff transfers under TUPE regulations due to the nature of the work. Engaging with the upcoming Supplier Information event may provide a competitive edge in the tendering process.

Notice Title

Tamar Bridge & Torpoint Ferry Painting, Paint Inspection & Maintenance Support Services Contract

Notice Description

There are many routine and ad-hoc maintenance requirements, across both key sites, with a range of regular key tasks and requirements, including but not limited to: * Inspection support for TBTF bridge inspectors * Contract support services -paint inspection, rope access inspection, ferry operations * Maintenance painting to buildings, structures or ferries * Minor structural repairs - replacing damaged drainage, parapet mesh panels and more * Debris clearance/litter picking * Rope access services - painting, difficult access inspections, inspection support * Provision of other special access requirements - access towers, mobile platforms * Confined space work * Vegetation clearance * General labour support - ferry chain replacement, ferry gantry maintenance * Overnight or weekend working. At present, the incumbent contractor has between 4-10 personnel working on site daily throughout the year, depending on client requirements, with staff working based on a schedule of annually agreed rates, which vary depending on skill levels i.e. general litter picking being the lowest hourly rate and specialist paint inspections services being the highest. Accordingly, it is anticipated that TUPE staff transfers would be a likely consideration.
