Provider to develop a report which comprehensively captures the medium-term challenges to the HRA in relation to expenditure; and produces a set of evidence-based policy recommendations to assist the LGA, NFA and ARCH in their lobbying. Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
