Summary of the contracting process

The South of England Procurement Centre is set to initiate a tender for the Community Wellbeing Service, valued at £5,383,000 over three years, beginning from 1st June 2020. This initiative, classified under health services (CPV code 85100000), aims to address mental health needs for an estimated 20,000 referrals annually. The tender is currently in the planning stage, with a market engagement event scheduled for 5th June 2019, and responses to the Request for Information (RFI) are due by midday on 24th May 2019, allowing interested parties a chance to influence the service specification before the formal tender process is launched.

This tender presents significant opportunities for businesses, particularly those involved in healthcare services, mental health support, and community health initiatives. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) would be well-positioned to compete, as the CCG seeks a diverse range of service providers capable of delivering evidence-based interventions for individuals with mild to moderate mental health conditions. The commitment to partner with various stakeholders in the mental health sector also encourages collaborative approaches, potentially enhancing service offerings and improving patient outcomes.

Notice Title

Community Wellbeing Service NHS/SOEPS/19.509 RFI

Notice Description

Commissioners within NHS Brighton and Hove CCG are considering commissioning a Community Wellbeing service under a single provider contract. It is estimated that the service would provide for circa 20,000 referrals per annum. The proposed service would be commissioned to provide adults and children with a mental health assessment and evidence-based interventions for mild to moderate mental health needs. This service will deliver a safe, high quality service provided in a community setting with a choice of date and time of appointments, excellent outcomes and an improved patient experience. Key Aims and Objectives The CCG has four ambitions for the service that it wishes to commission: a) A community-based range of evidence based therapeutic and clinical interventions to support people and their families (where appropriate) with mild and moderate mental health conditions; b) A service that can offer a range of interventions to people with a variety of more complex needs and risks (including those with long term conditions and neuro-developmental presentations) but do not meet the criteria for more specialist mental health services; c) A service that works in partnership with other providers of mental health services in the system across the City; and d) A range of complementary services to support people to self-manage, promote their resilience and improve their wellbeing. It is anticipated that the service would be offered for tender under a standard NHS contract for a period of 3 years commencing on the 1st June 2020 with option to extend for a maximum of a further two years. The value stated represents the total value over 3 years (the contract primary period). The purpose of this RFI is to gauge market interest and feedback via the RFI response form for the provision of a Community Wellbeing Service and provide the CCG with valuable information to help update and improve the current service specification. This is a process designed to help the Commissioners form a view of the best way to commission the service and is not the beginning of a tender exercise. A further tender advertisement will be issued at the appropriate time as/if required. You will not be disadvantaged in any subsequent tender process if you choose not to respond to this RFI but the Commissioners will use the level of response received as part of the supporting evidence for any next steps taken. The Commissioners wish to understand your views at this early stage, so you are encouraged to respond and complete the RFI form as fully as you can. Please submit any questions about the requirements via the portal. The RFI document is available for unrestricted and full direct access, free of charge at:https://in-tendhost.co.uk/soepscommissioning/aspx/Home Please submit your completed questionnaire as fully as you can to the procurement portal by 12:00 midday Friday 24th May 2019. A market engagement event will be held on 5th June 2019. Refer to the RFI for registration details.
