Summary of the contracting process

The Lancashire County Council is currently undertaking a procurement process titled "Provision of Passenger Transport Services - Dynamic Purchasing System". This project falls within the transport services industry and is located in the North West region of the United Kingdom. The process is currently in the planning stage, with an anticipated opening date for applications set for 24 May 2019. The dynamic purchasing system is to be active for a period of up to ten years, concluding on 30 June 2029. The estimated budget for this initiative is approximately £140 million.

This procurement provides significant opportunities for businesses specialising in transport services, particularly those offering accessible passenger transport. Companies that operate wheelchair accessible vehicles, as well as those providing various transport options for different passenger capacities (from 4 to over 8 seats), and ambulances are particularly well-suited to compete. With around 1,100 contracts expected to be awarded annually through the system, small to medium-sized enterprises (SMEs) and voluntary community sector enterprises (VCSEs) will find ample opportunities to engage in this dynamic marketplace.

The DPS is to be open for applications to participate for a period of up to ten years. Economic operators will be invited to select which categories and geographic areas they wish to provide services for. There is no limit on the number of categories or geographic areas that an economic operator may choose to participate in. The estimated value of the services to be purchased for the entire duration of the DPS is purely indicative and cannot be guaranteed by the Authority. Further information including details on how the DPS will operate, T&C's, specifications, pictorial user guides, the selection questionnaire required to be completed when requesting to participate in the DPS, and evaluation award criteria to be used to award contracts from the DPS can be found on following webpage: https://www.lancashire.gov.uk/business/tenders-and-procurement/tenders/lps-corp-provision-of-passenger-transport-services-dynamic-purchasing-system/ Additional information: The Authority may use electronic auctions to evaluate bids when inviting economic operators appointed to the DPS to submit a tender for a specific procurement.
