Summary of the contracting process

The Department for Education is currently planning a tender for the "Practice Supervisor Development Programme," aimed at enhancing the leadership and management skills of child and family social workers in local authority employment. The procurement falls under the social work services category (CPV code 85310000) and is expected to go to market in late autumn for a contract duration of three years, concluding in 2019/20. A Supplier Briefing Event is scheduled for 11:00 am to 12:30 pm on Thursday, 31 August, at the Department for Education in London, where interested parties can learn more about the procurement process. The engagement period ends on 23 February 2018.

This tender presents significant opportunities for businesses that specialise in leadership and management training, particularly those with expertise in child and family social work. Companies capable of designing and delivering tailored programmes that meet the needs of local authorities and support the transition of social workers into supervisory roles will be well-suited for this contract. The flexibility required in programme delivery and the option for consortium bids further encourage collaboration among businesses to compete effectively in this space.

Practice Supervisor Development Programme

Notice Description

See 'Attachments' for a Word version of the description and further information. This contract refers to the delivery of the Practice Supervisor Development Programme (PSDP), a leadership and management development programme for child and family social workers in local authority employment. Practice Supervisors in child and family social work play a pivotal role in delivering good quality services to children and families through their support and oversight of frontline practitioners. As set out in Putting Children First: Delivering our vision for excellent children's social care, the Government wants to support committed new practice supervisors to be the best leaders and managers they can be and help transform practice in social work. The programme will be expected to help participants develop the skills set out in the Knowledge and Skills Statement for practice supervisors. The delivery of an effective and innovative Practice Supervisor Development Programme will be crucial to our focus on improving the quality of service children and families receive. The programme is intended to be a leadership and management development programme for child and family social workers making the transition to their first practice supervisor role. We are planning on seeking a contractor to develop the programme content and deliver the programme to local authority social workers identified as meeting clear entry criteria. The programme will need to be flexible to reflect both local authority and individual needs. In particular, the programme will need to: * be attractive to social workers and their employers as the programme will be optional; * support social work practice through a programme covering reflective supervision that supports embedding learning and development in the workplace; * operate flexibly with existing LA programmes; * be developed around the Knowledge and Skills Statements; * run over an extended period of time rather than as a one-off course; and * include some form of employer selection to enable participation. Additional information: Bidders will be expected to display expertise in the design and delivery of leadership and management training and strong knowledge of child and family social work practice. We will consider consortium bids. We expect to go to market in late autumn for a contract period of three years (until 2019/20). We intend to hold a Supplier Briefing Event at 11:00am-12:30pm, Thursday 31 August at the Department for Education, Sanctuary Buildings, Great Smith Street, London SW1P 3BT. We expect the event to provide an opportunity for all interested to obtain further details on the proposed procurement process and timetable, as well as enable dialogue between potential suppliers and key members of the Department for Education project team involved in this procurement. To register your interest in attending this event, please email SocialWorkReform.SG@education.gov.uk. Please note that places will be limited to two people per organisation.
