Summary of the contracting process

Kent County Council is seeking a provider to arrange and carry out Deprivation of Liberty Safeguards (DoLS) mental health assessments, working with Kent DoLS Service. Assessments must be conducted by appropriately qualified doctors, with recommendations under the Mental Capacity Act completed where appropriate. This is a community health service delivered in Kent, with the council based in Maidstone. The service is intended for suppliers able to organise assessments as well as provide qualified assessors. The requirement is aimed at supporting the council’s DoLS assessment function; it is not a general mental health treatment service.

The process reached the tender stage: the council invited expressions of interest in the anticipated opportunity, rather than issuing a call for competition. The published description says the procurement was expected to launch in November 2026, but gives no evaluation criteria or formal procedure. The expression-of-interest deadline was 1 November 2026 at 00:00 UTC. The proposed contract period is 1 May 2027 to 30 April 2029, with an option to extend by up to two years. The stated estimated value is £1,095,970. The requirement is presented as one service, with no lots described. The procurement is identified as suitable for small and medium-sized businesses and voluntary, community and social enterprises.

This requirement may suit providers of community mental health assessment services with the capacity to coordinate appointments and deliver assessments across Kent. Assessors must be Section 12 doctors who are full members of the Royal College of Psychiatrists and/or are listed on the GMC Specialist Register as specialists in psychiatry. Providers also need to be able to make recommendations under the Mental Capacity Act when appropriate. The work calls for access to clinicians meeting these professional requirements and the operational ability to work alongside Kent DoLS Service. The stated suitability for smaller businesses and voluntary, community and social enterprises indicates these organisation types may participate; the core competitive advantage is a qualified assessor workforce and reliable service coordination.
