Highways England Traffic Officer Personal Lighting Trial

Notice Description

Highways England are seeking to equip every Traffic Officer with self-contained hands free personal lighting with directable lighting source which will allow Traffic Officers to access dark parts of the network and support them in carrying out activities such as the deployment of emergency traffic management (ETM). Tasks the personal light will support include: - Incident management of small scenes - Identification and collection of debris on unlit sections of the motorway network - Working on the verge removing debris or vehicles from the carriageway - Activities such as attachment of tow straps, deployment of ETM, completion of paperwork - Identification of infrastructure damage following minor incidents or gaps in boundary fencing The benefits of equipping every Traffic Officer with personal lighting is to enable them to undertake the above tasks safely and reduce the frequency of slip, trips and falls. The requirements of the Personal Light, to which a 'Yes / No' assessment of any proposed product will be applied, are: - 100 lumens and a minimum spread of 0.5 metre radius - waterproof with an IP rating of 24 - recharged via USB using a car 12v socket - A 12v USB adapter can be purchased separately - a tilt mechanism of at least 180 degrees to allow variable direction of light - run time minimum of 6 hours - light and charging unit must be CE Marked (Approved) - The device needs to be compatible with Peter Jones KlikFast Dock 06 system (Please note this is the KlickFast Dock 06, not the Klik Fast Dock 06 evo2) Specific characteristics required are as follows: Physical characteristics: - The device (if attached to uniform) can be removed and used as a spot torch - The device has an adjustable brightness, with variable zonal and dimmable settings - The device has an even distribution of peak light output with adjustable beam intensity - Interchangeable attachments for the device are specified Safety Characteristics: - The device can be securely attached onto the individual or their uniform - The device alerts user as to when the battery is running low - The device has a characteristic which reduces risk of glare, such as a light diffuser to spread the lighting arc Usability Characteristics: - The device can be operated whilst wearing gloves - The device does not cause any obstruction or impede the user's ability to carry out tasks - The size and weight of the device allows for continuous wear throughout the shift if required (average 8 hours) If you are able to offer a compliant product and wish to be considered for this opportunity please register your interest via email to Andrew Pritchard (ADProcurement@highwaysengland.co.uk) by 2pm Friday 4th September 2020.
