Consultancy Solutions and Advisory Services 2023
Notice Description
Framework agreement for the provision of Consultancy Solutions and Advisory Services. The scope of this framework agreement includes provision of Consultancy and Advisory Services in a number of disciplines which will normally include providing the customer with a delivery programme, mobilisation and communication plan with agreed milestones and delivery dates. The requirements are for provision of advice and options rather than to make business decisions on the customer's behalf although customers may invite providers' input in making final decisions. These are split into the following Lots: Lot 1 - Business Consultancy Solutions and Advisory Services including but not limited to process redesign and improvement, programme and project management, marketing and advertising as well as Public Relations and advice on Corporate Social Responsibility. Also includes management consultancy services. Lot 2 - Environment and Sustainability Advisory Services including but not limited to consulting and advisory Services to support with businesses sustainability goals and advice on how to reduce the environmental impact of the operation. Lot 3 - Workforce Improvement Advisory Services including but not limited to consultancy and advisory Services to support with the needs of the workforce and its associated challenges and issues. Lot 4 - Financial Consultancy Solutions and Advisory Services including but not limited to advisory Services on financial management, accountancy, pension fund management, insurance, actuarial and risk management services. Lot 5 - Audit, Counter Fraud and Spend Analysis Services including but not limited to Internal Audit & Counter Fraud, External Audit, Account Payable (AP) reviews - this will include in depth review of a Participating Authorities AP data, identifying monies in overpayments, missed supplier credit and duplicate payments in order to recover cash, VAT reconciliation/reclaim and contract compliance reviews. Lot 6 - ICT and Digital Consultancy Solutions and Advisory Services including but not limited to consultancy on optimising ICT hardware and software as well as all advisory Services on digital deployment. Lot 7 - Estates, Construction and Building Management Consultancy Solutions and Advisory Services including but not limited to consultancy on energy efficiency, construction, health and safety, and all building consultations. Additional information: HTE is acting on behalf of MSE, a central purchasing body. Notwithstanding HTE's relationship with MSE, it is HTE who is conducting this tender exercise and MSE will execute the resultant framework agreement with successful bidders. The bodies to whom the use of this framework agreement will be open include all contracting authorities in the UK as defined in Regulation 2 of the Public Contracts Regulations 2015 as may be updated from time to time. In particular, the entities in the UK (particularly those of a health and/or social care nature) listed in the downloadable spreadsheet of the following weblink are envisaged as framework agreement users: Public sector classification guide and forward work plan - Office for National Statistics (ons.gov.uk). This list includes each organisation's successors and assigns, any equivalent organisations and associated organisations created due to any organisational changes. This framework agreement will be open to any bodies or organisations operating in the UK of a health, and/or social care nature or which have a similar procurement need, and/or any UK based central government authority listed at Annex I of Directive 2014/24/EU, in respect of any goods or services to any of the above listed organisations.
