Summary of the contracting process

The Norwich City Council has recently completed a tender for "10146 - Estate aesthetics interim urgent works" focused on maintaining communal areas within their social housing property portfolio. This procurement, classified under "Construction structures and materials," has a total contract value of £81,700, and was procured through a selective method, specifically a call-off from a framework agreement managed by Eastern Procurement Ltd. The contract commenced on 19 July 2021 and concluded on 30 September 2021; however, a larger two-year contract is anticipated to follow from 1 October 2021. The work was identified as an urgent requirement, addressing repairs in 12 communal areas to ensure the properties remain in good condition.

This tender presents a notable opportunity for small and medium-sized enterprises (SMEs) in the construction and maintenance industry, particularly those specialising in repair and maintenance services. Businesses that can demonstrate value for money and have the capacity to undertake urgent repair tasks will be well-suited to compete in this and future contracts. With the ongoing requirements for maintenance in public housing, there are chances for growth among contractors who align with the Norwich City Council’s goals of utilising local suppliers and supporting the regional economy.

Notice Title

10146 - Estate aesthetics interim urgent works

Notice Description

The Council's joint venture partner NPS Norwich Ltd (NPSN) manages the maintenance and repair of the authority's social housing property portfolio which includes communal areas (estate aesthetics). In order to maintain the property stock in good condition it is necessary to undertake repairs and maintenance as appropriate. The council identified 12 communal areas that required attention as soon as possible. Therefore a small, interim contract was processed up to 30 September 2021 (from 01 October, a larger 2 year contract will be processed and will be listed as a separate contract). The interim contract was procured via Eastern Procurement Ltd (EPL) who are a not-for-profit organisation offering specialist compliant framework agreements, social landlords and other public sector bodies, predominantly in the Eastern region. The council are owner members of EPL and work closely with them to create bespoke procurement frameworks. The frameworks promote value for money for the council and also include SMEs and local suppliers. Following a previous, recent benchmarking exercise, the supplier offering the best value for money who could deliver the works was selected via a direct award.
