Summary of the contracting process

The public procurement process pertains to the Department for International Development, which aimed to establish a new programme in response to urgent humanitarian needs in Yemen. This tender, originally titled "Foreign economic-aid-related services", was published on 9th February 2015 under the open procedure method. The primary industry category is classified as agricultural, forestry, horticultural, aquacultural, and apicultural services. Although the tender period had a deadline of 1st May 2015, the process was ultimately cancelled, reflecting changes in priorities or circumstances. The contract period was intended to span from January 1st, 2016, to January 1st, 2020, with a total contract value estimated at £481,738.

This opportunity, although cancelled, illustrates the need for organisations capable of delivering impactful humanitarian aid and development services, particularly those with experience in engaging civil society for governance and service delivery improvements. Businesses specialising in advocacy training, community engagement, and capacity building would find similar future tenders appealing. Furthermore, bidders that can demonstrate effective strategies for promoting accountability and inclusivity in governance are well-suited to compete in upcoming tenders related to humanitarian support and public service reform.

Notice Title

United Kingdom-East Kilbride: Foreign economic-aid-related services

Notice Description

'The UK Government is working to support a more stable, secure and prosperous Yemen. DFID's goal is to help Yemen prevent and manage crises and address the drivers of conflict and poverty by addressing urgent humanitarian needs, delivering basic services, and supporting political and economic reform. Information on all of DFID's programmes in Yemen (live and completed) is available on DFID's Development Tracker. DFID now wishes to develop a new programme to support poor women and men in Yemen to exercise greater choice and control over their own development and to hold their government to account, through a more effective and inclusive civil society. Objective DFID wishes to appoint a Service Provider or consortium (SP) to design and manage the new programme. The programme will have 2 strategic objectives: Help Yemeni citizens advocate for better service delivery and more transparent public expenditure at the local level; and link local-level activism with national-level advocacy to bring about more responsive, accountable and transparent policy making and budgeting, including reforms to address corruption; Support representatives from excluded groups (women, youth, etc.) to become candidates in local, regional and parliamentary elections and advocate effectively for more inclusive and representative public bodies.'
