As this works take up valuable road space it is important that the impact is minimised in terms of congestion and delays on the road network. The permit scheme is not intended to prevent activities necessary for the maintenance or improvement of the road network or the services running underneath it. It is designed to achieve an appropriate balance between the interest of the various parties and where possible bring about effective coordination between all of the competing interests. The authority charges a fee for a permit application (not for in house works). The authority can levy overrun charges where work is not completed within a reasonable time scales and also issue fixed charge penalty notices for non-compliance of the permit conditions or for working without a permit.
