Notice Description

Kirklees Council is exploring the option of offering a Shared Cost Additional Voluntary Contributions (AVC) benefit scheme to employees via a fully managed solution (including a compliant system) to facilitate the administration of this scheme. The online system will be expected to manage the employee application process, provide an employee account overview of ongoing contributions, minimise administration for the Council and increase employee engagement. The Council would expect the provider of the solution to maintain appropriate links with all stakeholders, such as Prudential and West Yorkshire Pension Fund, ensuring compliance with legislation and all parties' procedures. By offering this benefit, the Council aims to maximise National Insurance savings for both employee and employer through a salary sacrifice arrangement. The Council is initially carrying out a Preliminary Market Consultation exercise (PMC). This is not an invitation to tender or a request for formal expressions of interest. The Council, as contracting authority is issuing a request for information only in order to assess the reaction of the market and thus make any potential procurement process more focused and efficient. This is the market's opportunity to express its views, outline market developments and generally influence how the Council's needs might be met. Following the PMC, the Council may conclude that a procurement is not the best solution to meet the requirements of this project. The Preliminary Market Consultation exercise (PMC) will be advertised and managed through the regional procurement portal www.yortender.co.uk. The deadline for submissions is 10.00am on 27.01.20
