Summary of the contracting process

Portsmouth City Council is initiating a dynamic purchasing system (DPS) for enforcement services, specifically for debt collection related to road traffic debts and council tax outstanding payments. The procurement is currently at the planning stage, with the DPS set to commence on 3 February 2020 and will be operational for an initial term of up to 10 years. Interested suppliers must submit their applications by the deadline of 6 January 2020. The estimated annual value of contracts awarded from this DPS is approximately £750,000, which may vary as it is expected that additional councils in Hampshire and the Isle of Wight will participate.

This tender presents a significant opportunity for businesses, particularly those providing enforcement services such as bailiffs and collection agencies, to engage with local government contracts. Companies that are registered enforcement officers or high court enforcement officers would be ideally suited to compete, as they must comply with specific regulations. Given the potential combined contract value of up to £1,000,000 annually among participating councils, this DPS offers pathways for sustained business growth and an ongoing stream of work over the next decade.
