Notice Title

Customer Insight Tool - Market Engagement

Notice Description

Bedfordshire Fire and Rescue Authority ("the Authority") has a potential requirement for a Customer Insight Tool for the purpose of ensuring the Authority is accurately targeting those households most at risk in the community. The Authority currently licenses a customer insight product and geographical information software to help understand the spatial distribution and concentration of domestic fire and incident risk. Fire and Rescue Services are required by legislation to produce an Integrated / Community Risk Management Plan. This plan is available to the secretary of state and more importantly to the public. It is designed to identify the risk posed to the population of Bedfordshire and what we intend to do to prevent incidents happening, to protect the public from and respond to incidents which do happen. It is refreshed periodically based on a wide range of information sources. This document is informed by our own community risk analysis which draws heavily on our customer insight tool showing us which households and occupancy types are more likely to be at risk of injury or death in a fire. This is generally informed by the household type, behaviour and human factors identified. We are able to identify custom groups of people and household types which we then utilise to target households for Home Fire Safety Checks as well as inform us how best to get across our safety messaging. With the above in mind, the Authority is seeking support from the market in further exploring our requirements and assessing the level of interest and would like to invite suitable qualified Suppliers to express an interest in participating in our market engagement. Suppliers wishing to participate in the market engagement event will be provided with a copy of our working Specification document and initial Market Engagement Questionnaire for their review and completion. Following submission, interested Suppliers will be invited to deliver a demonstration and meet the Project Team and key staff. Information collected during the market engagement will be shared with all prospective Bidders through the Invitation to Tender documents, with the exception of information which is deemed to be commercially sensitive at the Authority's sole discretion and which shall not be made available. Demonstrations will take place at BFRA Headquarters, Southfields Road, Kempston, Bedford, MK42 7NR. Please email procurement@bedsfire.gov.uk deadline Monday 16 December 2019 17.00 hours to register your interest and receive the documentation outlined above.
