Summary of the contracting process

The Department for Transport (DfT) is currently conducting a competitive tender process for the "Flight Schedules Data Provision" service. This procurement falls within the services industry category and is based in London, with the submission deadline for bids set at 12:00pm on 16th November 2021. The DfT seeks to acquire a one-year subscription, potentially extendable for another year, to a detailed flight schedule dataset, which is essential for monitoring and responding to disruptions in the aviation sector. Bidders are required to submit their proposals via the DfT's e-Sourcing platform, Jaggaer.

This tender presents excellent opportunities for businesses specialising in data provision and analytics, particularly those capable of offering database software solutions. Small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) would be well-suited to compete, as the tender encourages participation from a diverse range of suppliers. Companies that can provide user-friendly access to flight schedule data, including historical insights and forward-looking snapshots, are particularly encouraged to apply, contributing to the DfT's contingency planning and operational needs.

Notice Title

Flight Schedules Data Provision

Notice Description

The Department for Transport (DfT) invites proposals for the provision of a Flight Schedules Data Subscription Service. Bidders intending to bid for this requirement must submit proposals via the DfT e-Sourcing platform, Jaggaer: https://dft.app.jaggaer.com/web/login.html The deadline for the submission of bids via the Jaggaer platform will be 12:00pm (noon) on 16th November 2021. Covid-19 has caused widespread disruption across the global aviation industry and subsequently affected global travel trends. The DfT requires access to a detailed dataset on flight schedules to monitor the capacity of the aviation sector and respond to any business-critical disruption in air transport, including the Covid-19 pandemic. To both anticipate and identify disruptions to flights, the DfT requires detailed information about flight schedules at UK and overseas airports in an accessible format which is easy to analyse. The service should enable unrestricted download of data snapshots, both forward looking and historical, at least on a weekly basis. The data will need to be provided in a format that suits DfT business requirements, in a tool that is easy to query and considering the option for direct API access to the data. This data will directly feed into the DfT's contingency planning and response, being used by analysts to get a retrospective and forward look of flights and be able to identify any potential for disruptions in advance. The DfT would be seeking a one-year subscription to this data provision with the possibility to extend for another year. The DHSC requires access to similar data on flight schedules for disease modelling, to identify transport hubs, routes to the UK and connectedness of territories. The subscription to this data service will include one user account for DHSC and its agencies for this purpose. The Department for Transport is carrying out its competitive tender exercise via it's e-sourcing platform Jaggaer. If you wish to participate in this procurement exercise, please access the Invitation to Tender documentation via the Jaggaer platform: https://dft.app.jaggaer.com/web/login.html and search for ITT reference itt_601 (Flight Schedules Data Provision). If you are not currently registered on the DfT's Jaggaer platform, please register your organisation for an account as soon as possible in order to participate in the procurement exercise. Information on how to register is available on the Jaggaer homepage via the above link. Please note that the Department is unable to accept any requests for participation or tenders that are not submitted via the DfT Jaggaer system. All clarification questions must also be submitted via Jaggaer.
