Contract Summary
Birmingham City Council (BCC) is leading a joint procurement with Birmingham Children's Trust (BCT) to establish contracts for the provision of Short Break Services. The Services will be for Birmingham City Council and Birmingham Children's Trust as follows: Contracts with Birmingham City Council; o Lot 1 - Universal Brokerage: Development of universal short breaks to create inclusive and accessible short breaks for all disabled children in Birmingham. Aims to support community-based providers, address service gaps, facilitate collaboration, and establish a centralised resource for families. o Lot 2 - Targeted Short Breaks: Services for disabled children with more complex needs, offering dedicated activities to accommodate the needs of children, young people, and their families with reserved capacity for BCT to make referrals as detailed in Lot 2 Service specification. Lot 2 is further split into; o Lot 2a: Short Breaks for children with complex needs - 1 o Lot 2b: Short Breaks for children with complex needs - 2 o Lot 2c: Short breaks for children with Autism o Lot 2d: Short breaks for physically disabled children with complex needs Contracts with Birmingham Children's Trust: Lot 3 - Specialist Short Breaks: respite services for children with the most complex needs, requiring formal assessment to access. Lot 3 is split into; o Lot 3a - Intensive Family Support: direct work with disabled children, young people, siblings and parents in the home and community at different times including early mornings, after school and weekends over a nominal 6-month period. o Lot 3b - Specialist Fostering: the provision of a city-wide Specialist Fostering Placement Service (day and night-time care) to provide short breaks for families of children and young people (CYP) with complex needs. The service will be delivered overnight, at weekends, during school holidays, and weekdays after school as required (times will be flexible to meet needs of individual families). The resulting contracts with BCC and BCT will last for 3 years (unless terminated under the terms and conditions of the respective contracts) with the provision to extend for up to an additional 2 years (1+1) subject to satisfactory performance and funding availability. Contracts will be awarded to (up to) 8 supplier(s) as follows: o Lot 1:1 supplier for a single brokerage function o Lot 2: Up to 4 suppliers or a consortium of suppliers for the 4 specialisms specified under 2a, 2b, 2c,2d o Lot 3: Up to 2 suppliers for Lot 3a and 1 Supplier for Lot 3b The Council will be using its free to use e-tendering system (in-tend) for the administration of this procurement process and potential suppliers must register with the system to be able to express an interest.
