Provision of Private Litter Enforcement Services

Notice Description

The Authority has a requirement for the provision of littering and other street enforcement services. The Service shall be delivered by a sufficient number of Enforcement Officers determined by the Contractor to cover the required hours. The Contractor shall ensure that there is a named dedicated Contract Manager, on site supervision by a Team Leader and appropriate administrative support for the Contract. The primary objective of the Enforcement Officer is to patrol identified areas of the Borough and issue FPNs to those people found committing specified offences. The Service shall focus on areas of high footfall, such as Train Stations and Town Centres which are prone to littering and other anti-social behaviour. The Contractor shall ensure that FPNs are issued where on any occasion an Enforcement Officer finds a person (eighteen (18) years of age or over) who he/she has reason to believe has on that occasion committed an offence under the powers delegated to them by the Authority. The Enforcement Officer shall give that person a notice offering them the opportunity of discharging any liability to conviction for that offence by payment of a Fixed Penalty. The Enforcement Officer shall inform the person that they will be prosecuted if they fail to pay the FPN. In addition, the Contractor shall send reminder letters to those who have not paid the Fixed Penalty within the required time and thereafter shall prepare prosecution files for those who contin
