Summary of the contracting process

The procurement process conducted by the Department for Science, Innovation and Technology (DSIT) involves the "Emerging Technologies 2050 Vision" contract. This award notice, finalised on 22 January 2026, highlights a direct award under the FUTURES FRAMEWORK with the reference number PS22410. The goal is to provide strategic foresight around science and technology through a series of insight-driven projects. The primary industry focus is on research and development services, with a broad geographic scope, including the British Overseas Territories, Channel Islands, Europe, Isle of Man, and the United Kingdom. The procurement method was selective, employing a call-off from a framework agreement, and the services are slated to be delivered between 22 January and 31 March 2026.

This contract presents significant business growth opportunities, particularly for small and medium enterprises (SMEs) and organisations focused on research and development services. With a contractual value of £30,000 awarded to Waverley Management Consultants Limited, businesses specialising in technology assessments and foresight projects would find this tender particularly advantageous. The focus on both high-probability and low-likelihood disruptive technologies suggests the potential for collaborations and innovation-driven partnerships, driving forward expertise in strategic science and technology foresight. The tender's framework-based procurement method allows for efficient and selective participation, ideal for experienced consultancies within this sector.

Notice Description

***** THIS IS AN AWARD NOTICE, NOT A CALL FOR COMPETITION ***** This procurement is being concluded as a direct award under the FUTURES FRAMEWORK REFERENCE NUMBER: PS22410 Brief Description of Requirement The Government Office for Science (GO-Science) plays a key role in supporting HMG's strategic foresight around S&T, through horizon scanning, technology assessments, and foresight projects. To do this effectively, GO-Science requires evidence-based, expert-backed insight into the potential future developments of potentially disruptive technologies - looking further ahead into the future to inform our internal work programmes. This need includes not only technologies with a high likelihood of having some impact on the future, but also 'low-likelihood, high-impact' technologies that have a small chance of fundamentally altering our society.
