Fossil Fuel Price Projections Expert Panel
Notice Description
The Department of Energy and Climate Change ("DECC") wishes to appoint a Supplier to impartially scrutinise and quality assure the analysis carried out by DECC and its contractors for the fossil fuel price projections. DECC is establishing a Fossil Fuel Price Projections Expert Panel, to provide external expert peer review and scrutiny of its fossil fuel price projections and the supporting analysis. DECC wishes to appoint an oil expert to this Panel. Description: The purpose of the Panel is to impartially scrutinise and quality assure the analysis to provide confidence that Government's fossil fuel price projections are informed by analysis that is fit for purpose. The role of the Panel is a technical function and not a forum for policy commentary. The Panel will be appointed for a period of around 2 years, commencing in early 2016, to scrutinise the 2016 and 2017 Fossil Fuel Price Projections. The Panel is expected to require an annual commitment of around 5 to 9 days. The Panel will therefore need to have a robust understanding of the supply and demand drivers for the three fuels covered by the Fossil Fuel Price Projections, including technical skills in areas such as economic modelling. If you wish to take part in this procurement please see the attached Tender documents attached to this Notice and send your completed Proposal to James Steel at address stipulated in the "Who to Contact" section. Any late submissions will not be considered. DECC reserves the right to halt the procurement process and to not award a contract. DECC will not be held liable for recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations. If a contract is created it will be upon DECC Standard Terms and Conditions or the Short Form Terms and Conditions, which are available on Contracts Finder with this notice. Completed tender submission must be returned by post to DECC, address given at the top of this advertisement We require 3 hard copies (one of which must be signed). Electronic versions of your bids are to be sent AFTER the deadline to James Steel (james.steel@decc.gsi.gov.uk). After reviewing and evaluating the written proposals, DECC may decide to hold bid clarification meetings with suppliers. If successful and upon contract signature, the supplier is expected to attend a kick-off meeting taking place in February 2016. Project completion is required by 31/5/2017.
