16 + Single Homeless Pathway
Notice Description
The Authority is inviting Suppliers with relevant experience to establish a pathway service for single homeless people aged 16+, including those with no fixed abode/rough sleeping or at risk of rough sleeping and those threatened with homelessness. This pathway will maximise 'move on' options whilst reducing demand on statutory services. The Authority is seeking proposals from Suppliers who are able to deliver all, or part, of the pathway requirements. If the Authority is in a position to do so, it will award a contract(s) to the Supplier(s) who are able to offer the most economically advantageous tender for the elements and stages of the pathway that are being tendered for. The service will consist of: * Rough sleeper outreach offer; * Supported accommodation; * Resettlement support offer. Our aims align with the Governments rough sleeping strategy 2018, which is organised around three core pillars: prevention, intervention and recovery. Prevention focuses on providing timely support before individuals and households become homeless. Intervention focusses on helping people who are already in crisis to get swift, targeted support. Recovery emphasises how we will support people to find a new home quickly and rebuild their lives via a new ''accommodation first'' approach, utilising the principles of housing first models. This will support us meet our overarching aspirations to make: * homelessness in all forms will be a rare occurrence: we will provide the right support at the right time, so people can access a home and sustain a home they can call their own; * homelessness will be a brief experience: we will give individuals and choice and control by systemically improving pathways, support and accommodation options to reduce the trauma associated to homelessness; * homelessness a one-off experience: we will increase access to settled homes. The procurement process shall be based on the Competitive Procedure with Negotiation as defined in Regulation 29 of the PCR15, however, due to the procurement being subject to the LTR, the process and resulting contracting mechanism has not been prescribed as detailed by the PCR15 and is being designed to suit the specific requirements of the procurement. Additional information: The budget available for the whole pathway is PS1,350,000. The Authority will require Suppliers to set out the cost of delivering the element(s) of the pathway that they are tendering for. The Authority will need to ensure that the whole pathway comes within the budget set out which may require some dialogue and negotiation with tendering Suppliers to guarantee its overall affordability. In addition to the budget set out in the paragraph above, the Authority has identified PS500,000 that can be made available to Suppliers to guarantee the successful creation of the whole pathway. The Authority shall first evaluate tenders from Suppliers where they can deliver the pathway requirements throughout the term of the contract within the budget identified. Alongside tender submissions, the Authority also invites outline business case proposals from Suppliers to receive a one-off grant payment to assist with delivering the pathway that may otherwise be unachievable within the budget allocated for the whole pathway (PS1,350,000). Suppliers who are applying for a proportion of the PS500,000 would need to detail what they will use the money for, the outcomes that it will achieve and the pay back to the Authority and over what period of time. If successful in being awarded a proportion of the funding, the Supplier will enter into a loan/grant agreement with the Authority. The deadline for submission of Initial Tenders is 14:00Hrs on 21 February 2020. The value listed in this contract notice is for the full potential term of the contract (5 years + 2 years extension option).
