Summary of the contracting process

NHS England South (South West) is currently in the tender stage for the provision of Violent Patient Scheme Services across the South West region of the United Kingdom. This contract, valued at £275,000 annually, is being facilitated by the NHS South, Central and West Commissioning Support Unit, with an invitation for interested service providers to submit proposals for one or more geographical lots: Lot 1 covers Devon and Cornwall, Lot 2 is for Somerset, and Lot 3 encompasses Bristol, North Somerset, and South Gloucestershire. The tender period closes on 2nd March 2016, and the contract is expected to commence on 4th July 2016, lasting for five years with an option for a two-year extension, subject to review.

This tender presents significant opportunities for businesses in the healthcare sector, particularly those with expertise in providing primary medical services and supporting patients with a history of substance misuse. Suitable bidders may include small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprise (VCSE) organisations, especially those with experience collaborating with specialist mental health and rehabilitation services. The focus on high-quality, secure medical provision makes this a viable opportunity for businesses positioned to deliver comprehensive healthcare solutions within reasonable proximity to patients' homes.

Notice Title

NHS E South (South West) - Provision of Violent Patient Scheme Services across the South West

Notice Description

NHS England South (South West) is seeking a suitably qualified service provider (per geographical lot) for the provision of primary medical services, in a secure location, to patients placed on the Violent Patient Scheme Directed Enhanced Service. Excluded from this procurement is the provision of the Violent Patient Scheme on the Isles of Scilly where they have their own arrangements for VPS. The area covered is broken into the three geographical lots below and potential bidders can opt to bid for one or more lots: - Lot 1 - Devon and Cornwall, - Lot 2 - Somerset, - Lot 3 - Bristol, North Somerset and South Gloucestershire The contract will commence on 4th July 2016 and has a total annual value of PS275,000. Lot 1 has a value of PS125,000 with Lots 2 and 3 having a value of PS75,000 each. The contract (via the standard APMS Contract) will be for a duration of 5 years with the possibility of a 2 year extension option subject to review. As well as routine GP appointments the service will also provide a call handling service and security escort provision for VPS patients. Service provision must be comprehensive and high quality primary medical services within reasonable distance to the patient's home. This includes specifically active management of long term and chronic conditions: patient referral, engagement and liaison with supplementary services where available routinely within the area, including specialist mental health services, drug and alcohol services and those available through secondary services. As it is likely that some of the patients on the VPS will have or have had a history of substance misuse, provider experience in this is essential, as well as having good working relationships with local specialist teams for onward referral and support to patients for rehabilitation.
