Identification of, engagement with and survey for around 10 properties which are most likely to be willing to have Property Level Measures (PLM) for pilot and where PLM is deliverable taking into account historic buildings issues and working with the Historic Buildings officer. To include negotiations and establishment of legal agreements with property owners and requirements and process for progressing of planning applications for the measures
