Summary of the contracting process

Highways England has completed a tender process for the "1-961 Concrete Roads Programme National Team - Set Up", an initiative aimed at the renewal and repair of its extensive concrete road network across the UK. With an investment of approximately £400 million planned for the Roads Investment Strategy (RIS 2) covering 2020-2025, the contract, valued at £249,988, was awarded on 6 November 2019 and will last until 8 April 2020. The procurement method used for this project was selective, specifically a call-off from a framework agreement, with the contract published in the CPV category for research and development services and related consultancy services.

This procurement presents significant opportunities for businesses, particularly those specialising in road construction, concrete rehabilitation, and program management. Small and medium-sized enterprises (SMEs) are particularly encouraged to compete, given the nature of the procurement, which may require innovative solutions and regional prioritisation. The scale of investment in the concrete road network creates avenues for collaboration and partnership among businesses capable of addressing the substantial challenges related to asset management and infrastructure development.

Notice Title

1-961 Concrete Roads Programme National Team - Set Up

Notice Description

Over 1,400 lane km of concrete pavement asset is managed by its regional teams which excludes the concrete pavement within part of its network managed by DBFO's. This asset is now aging with significant sections at or beyond their intended service life. Highways England intends to invest in the renewal and repair of its concrete road network within a national programme extending over several Roads Investment Strategy (RIS) periods and is leading with an initial investment of approximately PS400m in the RIS 2 period (2020-2025). The company has never previously undertaken a programme of work with this scope and must address the significant challenges it presents. To manage these challenges successfully Highways England believes that it must develop a national level of programme management whilst retaining accountability for prioritisation of regional needs
