Notice Description

AWE Plc ("AWE") is seeking expressions of interest for pre-market engagement regarding the establishment of a Contract arrangement for the management of the enhancement of AWE facilities within the wider AWE Estate, including, maintenance and repair, scope definition, design, procurement, installation of equipment such as plumbing, heating and air conditioning, mechanical and electrical, and project management function, whereby the arrangement created will be known as the "Sustainment Delivery Partnership" (SDP). AWE shall carry out pre-market engagement with suppliers to investigate the current market capabilities and gain knowledge about existing and future products and techniques which may assist informing AWE in the development of the sourcing strategy. For clarity this PIN not a call for competition, but for a pre-market engagement workshop and information gathering only. Supported by a coordinating function, the intention is that the Sustainment Delivery Partnership (SDP) shall provide four key strategic activities. 1. Operational Excellence: Embedded within AWE, the Operational Excellence team shall enable a programme that sustains and improves delivery through the Contract; 2. Services Management: Provide capable resources to augment Engineering, Maintenance & Projects team reporting to AWE Line Manager; 3. Reactive Management: Provide ad-hoc engineering solution for urgent repairs or unplanned maintenance; and 4. Project Management: Deliver annual programme of project intervention to design, install and commission new equipment. Further information regarding AWE can be found at https://www.awe.co.uk/ It is envisaged that the Contract shall be for a minimum term of 7 years (including an option to extend (+3 +3-year extensions at AWE's discretion)) however the term shall be discussed during pre-market engagement. The Contract is expected to have a value of circa PS550m. Additional information: The output from this PIN will inform the approach AWE will take to procure Works, Services and Goods to sustain and enhance key facilities within the AWE estate in order to enable capability through increased reliability, and predictability. Through a pre-market engagement event and further discussion with interested suppliers AWE shall clarify and develop the contract value, contract structure and sourcing strategy (procedure). Please note that this PIN and the subsequent pre-market engagement event is not a call for competition, and should any procurement result, appropriate procurement documentation will be released at that stage. AWE will hold a preliminary engagement event with a presentation to provide details to interested parties about our requirement. This shall be on a date and timing to be confirmed. Suppliers should send their expression of interest to CapitalSCM@awe.co.uk and Christopher.turner@awe.co.uk with the subject "CC0001605 - Expression of Interest", by 03/02/2023 ("Expression of Interest Deadline") in order to be invited to the event. AWE request respondents to this PIN provide options on availability for engagement, via a one-to-one Teams meeting, when sending Expressions of Interest (EOI) to the email address detailed in section I.1. 9th Jan 2023 to the 24th Jan 2023. Once EOI is received AWE will send a calendar invite via MS Outlook to be held within the month of January. Prior to the presentation, attendees shall be invited to complete and submit a written response to the PIN Questionnaire which shall be provided by AWE upon receipt of an Expression of Interest from respondents. For the avoidance of doubt, this pre-market engagement exercise is not part of a formal procurement process. Involvement in the pre-market engagement does not prejudice or preclude other organisations from taking part in any subsequent procurement exercise. Any decision by a potential participant to respond or not respond to the pre-market engagement will have no impact on or reflect in any manner on any future procurement process. AWE shall, post Market Engagement, inform suppliers who shall be required to engage with AWE security process and sign the AWE Security Aspects Letter. AWE hold reservation of rights to reject any supplier who does not meet our minimum security standards.
