South East London Integrated Care Board (NHS South East London) under delegated commissioning on behalf of NHS England is seeking to procure a General Practice Contract delivered to patients registered from the following sites: Queens Road 136 Meeting House Lane, London, Greater London, SE15 2UA Silverlock Medical Centre 2 Verney Way, London, Greater London, SE16 3HA The SEL ICB is currently developing the draft service requirements which is being informed by service user and stakeholder feedback. SEL ICB wish to request market feedback from potentially interested providers to inform the upcoming procurement process. To assist the Commissioners with testing its assumptions and proposed service requirements, a market engagement questionnaire (MEQ) has been published to explore the market's feedback on the following areas: * Timescales for procurement and mobilisation of the new contract; * Proposed contract i.e. APMS or PMS * Proposed contract duration and financial model Although, this pre-market engagement does not form any part of the formal procurement process, it will inform how the new service is commissioned should it be taken to market following an internal strategic review. Information gained from this exercise will be used to inform the final service specification and expected outcomes from the procurement process. Background Queens Road Surgery and Silverlock Medical Centre are both currently managed under an APMS contract which will end on 31st December 2025. Queens Road Surgery: The commissioners are exploring options, one of which is to reprocure the contract to secure continuity of care for the 14,692 registered patients (October 2024 list) to start on 1st January 2026. Silverlock Medical Centre: The commissioners are exploring options, one of which is to reprocure the contract to secure continuity of care for 16,673 registered patients (October 2024 list) to start on 1st January 2026. Outline The service will operate under an APMS or PMS contract and provide core General Medical Services with an emphasis on Neighbourhood Integration and development to improve outcomes for patients registered with the practice and with the wider Primary Care Network. Aims and objectives The aims of the service are to: * Provide a Modern General Practice Model of Care * Deliver all NHS GMS Primary Care Services to registered patients at Queens Road * Work in an integrated way with other primary care services, community services and all acute care services working within Southwark * Collaborate and engage with third sector organisations and other professional groups supporting residents, in order to increase uptake of health interventions to improve health outcomes for registered patients. Additional information: Contract value Queens Road Surgery: The indicative contract value per patient is (PS112.50 x Practice Normalised Weighted List) plus (London Weighting of PS2.18 x Raw List Size) which equates to approximately PS2.2m core contract value per annum (excluding Network DES). Silverlock Medical Centre: The indicative contract value per patient is (PS112.50 x Practice Normalised Weighted List) plus (London Weighting of PS2.18 x Raw List Size) which equates to approximately PS2.3m core contract value per annum (excluding Network DES). Contract Duration TBC based upon outcome of the market engagement and local discussions resulting in an APMS or PMS contract. Any expenditure, work or effort undertaken prior to contract award is accordingly a matter solely for the commercial judgment of potential service providers. In such circumstances, and in any event, NHS England, South East London ICB or its advisors shall not be liable for any costs or loss of expenses whatsoever incurred by the respondent and company, agent, subsidiary or organisation may have contributed to any response submitted to this notice. The services in the scope of this procurement fall within The Health Care Services (Provider Selection Regime) Regulations 2023. The NHS London Commercial Hub (LCH), hosted by NHS North East London ICB is managing this Market Engagement process on behalf of NHS South East London ICB.
