Summary of the contracting process

The procurement process for the AIMS Upgrade project is being managed by the Defra Network eTendering Portal. This tender falls under the services category, specifically within the software package and information systems sector, as indicated by the CPV code 48000000. The tender is currently in the planning stage, with a deadline for submissions set for 7 December 2018. The contract is intended to commence on 23 January 2020 and run until 22 January 2027, covering multiple locations across the UK, including regions such as London, the North West, and the South East. This is a selective procurement process being conducted through a competitive procedure with negotiation, which indicates a structured approach to selecting suitable suppliers.

This tender presents significant opportunities for businesses specialising in software development and asset management solutions, particularly those capable of enhancing enterprise asset management systems. Companies that provide innovative software applications that can effectively integrate various functional components will be particularly well-suited to compete. Given that this procurement process is tailored for established entities rather than small or voluntary community sectors, larger firms with robust capabilities in implementing complex IT solutions are likely to find the most success in this competitive environment.

Notice Title

AIMS Upgrade

Notice Description

The core suite of EA applications currently providing this functionality is the Asset Information Management System (AIMS). AIMS, which comprises several functional components, has to date been developed primarily to fulfil the business needs in Flood and Coastal Risk Management (FCRM). The primary goal of the AIMS Upgrade project is to replace the current asset maintenance planning elements (AIMS:Planning and the EAM Works App). In addition, a wider goal is to implement a new overall Enterprise Asset Management (EAM) solution. This would see rationalisation of AIMS:Inventory, and other components such as CMMS and Mobile applications, thereby resolving the convoluted integration currently in place.
