Summary of the contracting process

The Money and Pensions Service (MaPS) is currently in the planning stage of a procurement process titled "Pre-Tender Market Engagement for the Pensions Dashboards Programme (PDP) Digital Architecture Requirements." This initiative focuses on IT services, specifically consulting and software development, within the United Kingdom. Key dates include an engagement end date set for 31st July 2020, by which interested suppliers must submit their responses to a Request for Information (RFI) Questionnaire. The purpose of this engagement is to assess the market readiness and capabilities of potential suppliers prior to any formal tendering process.

This tender provides an excellent opportunity for businesses in the IT services sector, especially small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprise (VCSE) organisations, to engage with a significant public sector programme. By participating, businesses can influence the digital architecture strategy of the Pensions Dashboards Programme and potentially secure future contracts. Interested suppliers are encouraged to attend the upcoming webinar on 7th July to gain insights and seek clarifications regarding the market engagement process and requirements.

Notice Title

Pre-Tender Market Engagement for the Pensions Dashboards Programme (PDP) Digital Architecture Requirements

Notice Description

The Money and Pensions Service (MaPS) Pensions Dashboards Programme (PDP), is looking to engage with suppliers and pensions industry organisations who may be interested and suitably qualified to provide to meet its proposed central digital architecture requirements for a Pension Finder Service and Governance Register. The PDP is issuing this market engagement notice via the government portal Contracts Finder to raise awareness in the wider market of a potential future procurement activity to procure a product or service. This notice intends to facilitate an electronic market engagement exercise, so the PDP can examine the readiness, capacity and capability of interested commercial providers in the market prior to undertaking any future formal competitive procurement exercise. This is not a call for competition, but a desire to carry out early market engagement to support development of our commercial procurement strategy, and our proposed central digital architecture requirements. We therefore wish to invite interested organisations to complete a Request for Information (RFI) Questionnaire in order to gather views and information concerning certain aspects of the proposed digital architecture requirements prior to commencement of any future formal competitive tendering process. The approach for duration of future contract(s), any opportunities for splitting the digital architecture requirements into separate procurement lots, and route to market for the future procurement is currently undecided. We reserve the right to use a pre-existing compliant digital services framework agreement (Crown Commercial Service or other public sector digital framework agreements) should that be identified to be the most suitable option during this process. Further details, including the background to the Pensions Dashboards Programme, is set out in the Request for Information (RFI) Supporting Document which is provided as an attachment with this notice. Additional information: The RFI Questionnaire is available to complete online via the MaPS PDP website. An RFI supporting document setting out further details of the requirements, instructions to participate and background to the Pensions Dashboards Programme is provided as an attachment with this notice. We will be holding a Webinar at 14:30 - 16:00 on Tuesday 7th July. This will be open only to registered participants who intend to submit a completed Questionnaire response. The session will be an opportunity for participants to seek clarification on any information provided within the market engagement documentation. The deadline to submit completed Questionnaire responses is 17:00 on Friday 31st July 2020.
