Summary of the contracting process

Luton Borough Council is inviting potential suppliers to participate in the "AT1312: Luton e-Cycle Service 'Making Cycling E-asier - Phase 2'" public procurement process. This procurement is in the Planning stage and falls under the industry category "Provision of services to the community". The project aims to enhance e-cycling options for Luton and Dunstable residents, with a pre-tender engagement ending on 26th November 2024 and subsequent tender phases leading to the start of a 15-month contract from 1st April 2025 to 30th June 2026. The Council will host a Meet the Buyers event on 28th November 2024, seeking to engage suppliers in providing a free e-cycle loan scheme to encourage active travel. The procurement method being employed is the PCR15 Light Touch Regime via an Open Tender, and the project is valued at £300,000.

This tender offers significant growth opportunities for businesses involved in sustainable transportation and community services. Companies providing e-cycle services, and those focused on public health and environmental sustainability, would be well-suited to compete. Small and medium enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) are particularly encouraged to apply, as the project aims at improving public health and reducing social inequality by promoting active travel. Leveraging a fleet of 97 e-cycles, the initiative seeks to deliver comprehensive e-cycling initiatives, thus creating new market opportunities and contributing to the council’s agenda on climate emergency and public health.
