Service Overview The National Automatic Number Plate Recognition Service (NAS) Programme was developed by the Home Office to transform the Automatic Number Plate Recognition (ANPR) capability available to UK Police Forces and Law Enforcement Agencies (LEAs) on a national scale. The system the Programme provides is connected to all Police Forces in England, Wales and Scotland as well as 16 approved LEAs, allowing ANPR data from across Great Britain to be fed into a single system for the first time. The NAS System consists of three core components: Management Servers, which provide interface and connectivity with camera estates; a software application for alarming, dispatch and analysis for use in Police Operations; and managed Hosting Environments for the collation and storage of the ANPR data. The Home Office is currently receiving the following capability and is seeking a Supplier to deliver a solution that would provide equivalent capability and functionality following the expiry of the current Contract with the incumbent Supplier: Production service - full scale production environment with storage for 60 billion number plate reads and 96 billion images, available 24/7. This equates to approximately a petabyte of data. Quality Assurance service - scaled performant test environment with storage for 120 days of data/images accessible from the PSN with access to the PNC test interface. Management Server Development Service - small internet facing environment, accessible by Management Server Suppliers to validate releases of Management Server software against NAS System. Support capability - small bug fix environment, accessible by the software application provider's engineers in UK (and US via VPN). Reference service - production-like environment with storage for 7 days of data/images, used solely for validation of the operating system and security patches. Virtual Learning Environment - production-like front end environment with storage for 90 days of data/images, accessible over the internet. Admin Learning Environment - small, easily reset training environment for running multiple admin training courses, available over the internet. Disaster Recovery solution - High Availability servers in the production environment that can be 'virtually transferred' to an alternate data centre in the event of a Disaster at the primary site. Service Support - provision of a managed service for all environments, capability and functionality required to support the agreed SLAs for a national, critical system. The contract shall have an initial term of 3 years with an optional 12 month extension period. The Home Office anticipates that the approximate value of the contract over this 3 year term shall be between PS18,000,000 and PS20,000,000. Additional information: Procurement Process The procurement for these services shall be run through the Crown Commercial Services Framework "Technology Services 3". The framework is scheduled to go-live in July 2021 and the Home Office anticipates launching the procurement as soon as possible following go-live. The competition shall be run through a cross lot competition across the following lots of the Framework agreement: 3a (Operational Services - End User Services) 3b (Operational Management Services) 3c (Technical Management) 3d (Operational Services - Application and Data Management) Discovery Day To provide any interested organisations with further information the Customer currently anticipates holding a Discovery Day on 16th June 2021. This will be subject to confirmation following the receipt of interest. The purpose of this event shall be to provide any organisations which have bid for a place on the relevant lots of the "Technology Services 3" framework and would be interested in partaking in the competition for these services with additional information regarding the Competition. The anticipated agenda shall consist of an overview of the NAS Programme, a walkthrough of our requirements, an outline of the prospective competition process, and a questions and answers session. The event shall take place via Microsoft Teams and the current expectation is that it shall last between 15:00 and 16:30. If your organisation would like to register interest in attending this session, please email NASCommercial@homeoffice.gov.uk with the name of your organisation, the name of your designated attendees, their position in the organisation and their contact details. Please note that attendance shall be strictly limited to two representatives per organisation. The deadline for registration of interest shall be 17:00 on Friday 11th June 2021. The Home Office reserves the right to determine whether any registrations submitted after this time shall be accepted. The Home Office shall then send out the invitations to the Discovery Day on Monday 14th June to all registered organisations to confirm the date, time and agenda of the session.
