Summary of the contracting process

The Royal Borough of Kingston upon Thames is currently engaged in a planning stage for the procurement process titled "Highways and Transport IT Solution - Soft Market Test." This initiative focuses on finding a unified IT solution to improve service delivery across the boroughs of Kingston and Sutton, which currently rely on multiple IT systems. Key milestones include the engagement end date set for 13th June 2018. This soft market testing aims to gather insights from potential providers on how to best fulfil service requirements, with businesses invited to respond to a questionnaire by 28th March 2018. The relevant industry category for this procurement falls under the CPV classification for industry-specific software packages.

This tender presents a significant opportunity for software development and IT service firms, particularly those experienced in mobile solutions and real-time data management. Companies that specialise in software supply and development services would be well-suited to engage in this process, as the Council seeks to enhance efficiency and reduce reliance on paper systems. Engaging in this early market testing phase allows businesses to provide input on the requirements and delivery models, positioning them favourably for future formal procurement opportunities.

Notice Title

Highways and Transport IT Solution - Soft Market Test

Notice Description

Kingston and Sutton operate a shared environment service and deliver the same services across two boroughs. The currently use 4 different IT solutions to deliver their services and would like to test the market to see if there is a 'one IT solution' that will meet all services requirements. The areas that are being focussed on are; Reactive Maintenance - assets, inspections, licensing, works orders and contractor engagement Streetworks Teams - managing all the ETON permits. Street Lighting - assets and works orders. Programme Management - managing large ongoing projects. Works orders - invoicing and re-chargeable repairs. Interactive Mapping - data layers and asset tagging. User Interactions - payments and automated report functionality. There is a big emphasis on mobile working and being able to capture and report information in real time, ie for permits and licensing and seeing what is active and historical information. Currently, teams work with a lot of paper and have to double capture information and a reduction in this is the aim. A full requirements specification is being written and will be released in the Tender process. The Council would like to understand from key providers how these requirements might best be met and is therefore carrying out a soft market testing exercise to engage in early informal dialogue prior to any formal procurement taking place. Organisations that are interested in participating in this exercise are asked to complete this questionnaire to no later than 28th March 2017, via the following link: https://docs.google.com/forms/d/1b3o6DaG3J6WtXqJxbwPC-21qSf_uoyP6HWjIwQESDbc/edit?ts=5aa663fc You may need to copy and paste this into the address bar of your internet browser. All information provided in the questionnaire responses and the subsequent discussions will be strictly confidential and will assist the Council in shaping and scoping requirements and provide insight into the most suitable delivery model for this programme. The Council does not have a firm intention to award contract(s) at this stage. Where possible please answer all questions in the 'google form', please submit it electronically, if you are unable to do this please send as an attachment to a message on the portal. FREEDOM OF INFORMATION ACT 2000 Any information supplied in this questionnaire may be made available on demand in accordance with the Freedom of Information Act 2000.
