Summary of the contracting process

Lancashire County Council, based in Preston, has successfully completed the procurement process for a Highways Asset Management System (HAMS), awarding the contract to Brightly Software Limited. The procurement, valued at £10 million, falls under the industry-specific software package category and was conducted through an open procedure. The process moved from tender to award, with the contract starting in April 2025 for an initial five-year term, with possibilities for extension up to a total of 15 years. The project is designed to enhance the strategic management and optimisation of highway resources, positively impacting the North West region's transport infrastructure.

This procurement offers substantial growth opportunities for technology firms specialising in complex, high-value software solutions, particularly those equipped to handle large-scale contracts and the needs of public sector clients. With a focus on improving the highway infrastructure management, companies with expertise in asset management systems, data analytics, and strategic resource allocation would find this contract a fitting opportunity to expand their public sector portfolio. The project also indicates potential for SMEs to engage through secondary procurement for related services, further broadening the scope for business growth.
