Summary of the contracting process

Cumberland Council is seeking a specialist contractor for the emptying and cleaning of petrochemical tanks at Tank Farm Site A, located at the Port of Workington, England. Following the liquidation of Cumbria Storage Limited in October 2023, a considerable volume of waste oil (~800,000 litres) requires safe removal. This procurement process is currently in the tender stage, with the end date for tender submissions on 20th December 2024 at 12:00 GMT. The contract period is set to commence on 24th January 2025 and conclude on 1st April 2025. Classified under the industry category "Tank-cleaning services" with a total contract value of GBP 1,200,000, this open procedure (above threshold) welcomes expressions of interest, especially from SMEs.

This tender presents substantial business growth opportunities, particularly for companies specialising in hazardous waste disposal, industrial cleaning, and site remediation. The project aims to prepare the site for future demolition and redevelopment, potentially expanding the Port's function as a transmodal hub and creating new jobs in the region. Businesses capable of offering compliant, safe, and efficient tank-cleaning services are well-positioned to benefit from this contract. The focus on diversity and inclusion by Cumberland Council further makes this an attractive opportunity for varied business communities to trailblaze in the public procurement space.

Notice Title

Emptying and Cleaning of Petrochemical Tanks at Tank Farm Site A, Port of Workington

Notice Description

The tenancy for the area known as Tank Farm A at the Port of Workington was abandoned by Cumbria Storage Limited when they elected to go into Liquidation in October 2023. This triggered the automatic notification of the Environment Agency (EA) and Health and Safety Executive (HSE), who have since been working with the Council to ensure safe removal of a large volume of waste oil still on site (~800,000 litres). Having assessed the waste and the deteriorating infrastructure, the Council is now in a position to procure a specialist contractor to remove and dispose of the waste and clean the tanks in preparation for demolition and site remediation under a separate contract. The remediated site will enhance the Port's capability as a transmodal hub, providing a focus for jobs and growth in Workington with a positive impact on the health and wellbeing of our existing and future residents. Please note that to apply for this contract you must register your interest on The Chest and download the tender documents.
