Summary of the contracting process

Bristol City Council is currently in the planning stage of a soft market testing process to attract landlords who can provide accommodation for young people with high to medium support needs, particularly those at risk of homelessness. The tender, titled "Soft market testing for landlords to supply accommodation for young people with high to medium support needs," is categorised under social work and related services (CPV Code: 85300000). Key dates include an engagement end date set for 23 February 2018. The required delivery addresses are located in the South West region of the United Kingdom.

This procurement process presents significant opportunities for landlords and property management businesses that specialise in supported accommodation. Companies that can meet the West of England Rental Scheme Standard, as well as Bristol City Council's specific accommodation standards, would be particularly well-positioned to compete. Successful identification of suitable accommodation will lead to further opportunities, as support contracts will subsequently be procured, allowing tailored services to address the needs of vulnerable young people.

Notice Title

Soft market testing for landlords to supply accommodation for young people with high to medium support needswho are at risk of homelessness.

Notice Description

Bristol City Council is conducting soft market testing to obtain landlords to supply accommodation for youngpeople with high to medium support needs who are at risk of homelessness as current accommodation does not provide the range of provision required to meet needs. The council is looking to identify 2 or 3 schemes that will be able to provide a total of around 50 units for young people with high to medium support needs. The accommodation must meet both the West of England Rental Scheme Standard and also the council's own standards for supported accommodation. Please refer to ProContract for full list of requirements. Once suitable accommodation has been identified support contracts will be let within these schemes by following an appropriate procurement procedure. Thus there will be a contract between the support provider(who may be the landlord) and the council and a separate agreement between the support provider and the landlord. There will be no contract between the Council and the landlord. It is anticipated the procurement procedure for support contracts will commence in January 2018.
