The requirement is for a Naval Architects report that is required as expert evidence in the investigation of the sinking of the FV JOANNA C and loss of 2 of its crew. Report was requested by prosecuting Counsel to assist with a decision to prosecute. Criteria was identified by prosecuting Counsel, and these were set out in a letter of instruction to the Naval Architect. The report meets those instructions, the evidence required can only come form a Naval Architect with the necessary competence and whose expertise a court will accept.
