FM17185 EOI Provision of Cleaning Services CEH
Notice Description
1.0 Outline of Requirement CEH Wallingford's cleaning contract ends on the 31st of March 2018, therefore the purpose of this tender is to install either one or two suppliers to fulfil the requirements for the cleanliness of the site for the benefit of the staff who work here and to present CEH Wallingford as a centre of excellence for potential customers, suppliers and partner organisations. 2.0 Scope of Requirements The following requirements are all considered to be essential: Hours of operation: Monday-Friday (excluding bank holidays) 07:30-21:00. These hours can be covered by a reasonable number of operatives in a daytime and an evening shift. CEH expects that 20-30 hours will be required per day in order to ensure our expectations are met Activities: * Daily cleaning of reception area, corridors, meeting rooms, concourse (including upholstered furniture), canteen, toilets (including the replenishment of paper towels and toilet paper as required), stair cases and open plan offices with one thorough clean per week. Desks and paraphernalia to be cleaned weekly or as requested. * Emptying and cleaning waste containers as required. * Spot cleaning of floors and walls in case of spillages or excess mess. * Weekly cleaning of skirting boards, door furnishings and window sills. * Bi-monthly hoovering of extract and supply vents * Cleaning of external entrance areas and doorways as required. * Cleaning of laboratories on a rota basis. Bidders must understand that this may require additional training and assurance. * A designated supervisor must be health and safety and COSHH trained, as suitable for the position. Equipment and Consumables: all equipment and consumables will be provided by CEH. Uniform to be provided by the Contractor with clearly worn identity badge. Desired Outcome: Through the bidding process we are looking for potential vendors to show understanding of how cleanliness will be an important factor in giving a good impression of CEH to prospective customers and visitors and how they will achieve the requirements, whilst maintaining good working relationships with their staff and personnel at CEH. 3.0 Scope for Future Developments CEH is currently undergoing the Gateway 4 process to become a company operating outside of the public sector. Therefore we are only looking for a 12 month contract whilst we transition. Future contracts will not be subject the Procurement and Contracts Regulations. 4.0 Supplier day Interested suppliers will have the opportunity to visit the site on 17th January 2018. To book a site visit please submit a time and names of those that wish to attend through the message function on the Esourcing Portal. 5.0 Timeline The planned schedule is as follows (please note dates are for illustrative purposes only): Mid-January - Supplier Day to be held Early February - Tender to be launched End of February - responses received Early March - Evaluation Complete End of April - Start of Contract Additional information: Latest date/time EOI shall be submitted through Emptoris - 19/01/2018 at 14:00 To register on our e-sourcing portal click on https://gpsesourcing.cabinetoffice.gov.uk and follow the link 'Register for CCS eSourcing'. Once you have registered on the eSourcing Suite, a registered user can express an interest for a specific procurement. This is done by emailing expressionofinterest@crowncommercial.gov.uk. Your email must clearly state: the name and reference for the procurement you wish to register for; the name of the registered Bidder; and the name and contact details for the registered individual sending the email. Crown Commercial Service will process the email and then enable the Bidder to access the procurement online via the e-Sourcing Suite. The registered user will receive a notification email to alert them once this has been done. The Sourcing documents can then be accessed on the eSourcing Suite at: https://gpsesourcing.cabinetoffice.gov.uk using the instructions detailed in the Specification documents within Contracts Finder. As a user of the e-Sourcing Suite you will have access to Emptoris email messaging service which facilitates all messages sent to you and from you in relation to any specific RFX event. Please note it is your responsibility to access these emails on a regular basis to ensure you have sight of all relevant information.
