Summary of the contracting process

The procurement process involves a direct award from Attain, a buying organisation, to Essex Partnership University NHS Foundation Trust (EPUT) for the "ADHD Assessment and Treatment Pathway for West Essex." This contract, valued at £337,415, is classified under health services and is set to run from 1st January 2021 to 31st March 2023. The procurement method employed is a single tender action due to a commissioning gap for ADHD assessment and support, ensuring a comprehensive service across the region without secondary mental health needs. The award was officially made on 2nd November 2020, with the contract being published on 8th December 2020.

This tender presents a significant opportunity for health service providers, particularly those specialising in mental health care and ADHD treatments. Businesses that can deliver comprehensive assessment and treatment services, preferably with the capability to manage both medication titration and psychological support, would be well-positioned to compete. Given the focus on expanding equitable services in West Essex, organisations with expertise in tailored mental health solutions may find this a favourable contracting opportunity for growth.

Notice Title

ADHD Assessment and Treatment Pathway for West Essex - Direct Award

Notice Description

This Notice is to inform the market of the decision of West Essex Clinical Commissioning Group to award a contract to its secondary mental health provider, Essex Partnership University NHS Foundation Trust (EPUT), to deliver an ADHD Assessment and Treatment Service across West Essex. EPUT are commissioned through their current secondary mental health contract to assess / treat patients for ADHD where there is a comorbid secondary mental healthcare need. However, a commissioning gap has historically existed for those without comorbid secondary mental healthcare needs requiring ADHD assessment and support. These patients have historically been directed either through the SLAM national pathway for non-contracted activity, or through EPUT on a spot-purchase basis. The purpose of the expansion of this service is to commission EPUT to provide a full ADHD assessment and treatment pathway (including the safe titration of specialist medication, robust shared care agreements with GPs, and follow up psychological support for everyday functioning) for all patients irrespective of secondary mental health needs, ensuring an equitable service offer for all through the same local provider.
