Notice Description

The Authority has a requirement for a MCA level 1+ Oil Spill Response (OSR) Equipment and Training Provision in support of operations in accordance with the Mare Harbour Oil Spill Contingency Plan (OSCP) 2014. The Contractor's task is to provide OSR Equipment and Training on the use of the listed equipment, its deployment /recovery and principles of Oil Spill Response to nominated service personnel and tug crews, in support of harbour operations. Primarily, these tasks will be conducted in Mare Harbour and East Cove although deployment outside the Harbour Limits may be required depending upon operational commitments. If deemed necessary assistance to the Falkland Island Government (FIG) in dealing with an oil spill may be required. All work carried out under the contract must be performed to the requirements of, and to the satisfaction of, the Delivery Duty Holder for the port, the Queen's Harbour Master (QHM). The Contractor shall provide the Equipment on a hire basis and deliver a MCA OSR accredited Training service. The Contractor will be required to provide two Oil Spill Responders to coincide with the quarterly receipt of MoD fuel delivered to a Single Point Mooring (SPM) in Mare Harbour by a contracted tanker (currently the Maersk Rapier). During their attendance the Oil Spill Responders will be required to deliver OSR training to nominated personnel. Personnel in receipt of this training are to be issued with appropriate MCA level OSR Certification. Training is to be of a standard for personnel to competently operate the equipment in the event of a maritime oil spill within the Harbour noting the extreme weather conditions that are experienced in the Falklands. Regular Training is required due to the continual rotation of Service Personnel to ensure sufficient resources and qualified personnel are maintained within the Harbour. Notice for Training Services will be agreed for each year of the contract, however, circumstances may dictate short notice programme changes and a requirement for a OSR Training Service may be required within less than 30 Days. In all circumstances, QHM will give as much notice as possible. A log of all training alongside photographs is to be kept by the contractor with a copy made available to the QHM in accordance with his Safety Management System (SMS). The Equipment on hire is to be maintained by the Contractor and checked for defaults during the Oil Spill Responders quarterly visit. Replacement of defective equipment is to be completed during the visit period or as soon as practical once the defect has been identified noting and accepting the extended logistical chain but in any case before the next quarterly visit. In the performance of their duties, Contractors shall be expected to liaise with all appropriate Departments and Agencies both within the MOD and external
