Summary of the contracting process

The Home Office is initiating a procurement process for "Targeted Intervention Services" aimed at supporting individuals engaged in terrorism to disengage and reintegrate into society. This project falls under the industry category of social work services, with services required to be delivered across various regions, including the United Kingdom and British Overseas Territories. Currently in the planning stage, the key engagement deadline for interested suppliers is set for 31 January 2019, and a market engagement notice was published on 4 January 2019.

This tender presents significant opportunities for businesses, particularly small and medium-sized enterprises (SMEs) and voluntary and community sector enterprises (VCSEs), that specialise in social work and rehabilitation services. Companies with expertise in mentoring, clinical support, and family integration initiatives are especially well-suited to compete. Interested suppliers are encouraged to participate in an Industry Day event on 28 January 2019, where they can further engage with the Home Office and explore collaboration possibilities. This engagement could open doors to future contracts within a vital area of public service.

Notice Title

Targeted Intervention Services

Notice Description

Targeted interventions is the primary delivery mechanism of Prevent Objective 3 of HMG's Contest Strategy (2018). It is designed to support individuals already engaged in terrorism to disengage, rehabilitate and reintegrate. This includes British families returning from Syria or other war-affected countries. The services deliver in 2 core areas: - mentoring - managed, one-on-one interventions the aim of which is to build rapport with an individual, provide pastoral care, support to develop protective factors and challenge extremist mindset using credible alternative narratives and other methodologies. Suppliers may draw on certain specialist additional support depending on the individual. - family/minor support - managed interventions with minors and their families returning from Syria or other war-affected countries to understand and provide both social (family needs, improved trust and relationships) and clinical support where required. All services will be delivered to clear specifications, principles and processes; ensuring a consistent approach with a detailed reporting structure. Prospective suppliers are invited to express an interest in the provision of services by e-mailing the project at the address given to find out more information and share further details of their organisation including what it could offer in respect of the services. Organisations that express an interest will be invited to an Industry Day at 3pm on 28th January 2018 in Westminster. Attendance will be subject to the signature of a non-disclosure agreement. This notice does not constitute a call for competition to procure any services and the Home Office is not bound to accept any proposal offered. Furthermore, the Home Office reserves the right to amend its approach and any of the information contained within this notice at its own discretion.
